5. CONSENT AGENDA
Any Commissioner, Staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Reducing the Improvement Security for SLD Docket No. 2015-13, Final Land Development Plan for Stone Gate Village, establishing a new amount of $41,889.34, and a new expiration date of November 14, 2017.

b. Reducing the Improvement Security for SLD Docket No. 2015-08, Final Subdivision and Land Development Plan for Highpoint Phase 1.5, establishing a new amount of $695,933.94, and a new expiration date of November 14, 2017.

c. Tax collectors Monthly Report for October 2016.

6. PRESIDENT BLACK

a. Check Register of November 2, 2016 in the amount of $219,512.66. Voided check of October 11, 2016 in the amount of $75.00. Manual check of October 13, 2016 in the amount of $109.91.

b. Check Register of November 11, 2016 in the amount of $195,680.24.

c. Accept a motion to approve or disapprove the Adjudication prepared by the Solicitor pursuant to the public hearing on proposed ordinance 2016-04, Wireless Communications Facilities.

d. Accept a motion to enact Ordinance 2016-04, an ordinance of the Township of Lower Allen, Cumberland County, Pennsylvania; providing for the amendment of the zoning ordinance of the Township of Lower Allen; providing for purposes and findings of fact related to the adoption of the amendment; providing for definitions; establishing certain general and specific standards relating to the location, placement, construction and maintenance of tower-based wireless communications facilities and non-tower wireless communication facilities; providing further for the regulation of such facilities within the public rights-of-way and outside the public rights-of-way; providing for the enforcement of said regulations; and providing for an effective date.

e. Accept a motion to authorize the Solicitor to advertise a Notice of Adopted Ordinance for Ordinance 2016-04

8. COMMUNITY DEVELOPMENT

a. Zoning Hearing Board report.

b. Discussion and possible action: Zoning Ordinance Amendment Docket 2016-01, the application of B. J. McNeillie, 3045 Lisburn Road, and John & Theresa Cagle, 3101 Lisburn Road, requesting that the zoning map designation of their properties be changed from R-2 Single Family Rural Residential to R-3 Multi-Family Residential. Staff is requesting authorization to start the public review process, which includes establishing and advertising a public hearing date, and sending the application to Township and County planning agencies for review and comment.
