3. Approval of Meeting Minutes: August 14, 2017

6. CONSENT AGENDA
Any Commissioner, staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?
Accept motion to approve the items on the Consent Agenda, which are listed as follows:
a. Approval of the West Shore Recreation Commission’s 2018 per capita contribution rate of $2.50, for a total 2018 contribution of $36,155.00.
b. Approval of Release of Improvement Security for SLD Docket No. 2013-06, Vibra Office Building, 4600 Lena Drive.
c. Adopt Resolution 2017-R-25, the Township’s 2018 pension Minimum Municipal Obligation (MMO) and Pension Budget.
d. Department Reports for the month of July for Assistant Manager, Community Development, Township Engineer, Public Works, Fleet Maintenance (June and July), and Public Safety.
e. Approval of SLD Docket No. 2017-03, 1106 Carlisle Road: Subdivision and Land Development Plan for a 2,140-square foot restaurant with drive-through, contingent upon the following:
i. Providing a copy of the cross-easement agreement for parking, access and disposal facility, for review and approval.
ii. Providing the executed Developers Agreement and associated improvement security.
7. PRESIDENT BLACK
a. Check Register of August 17, 2017 in the amount of $235,294.15.
b. Accept a motion to adopt Resolution 2017-R-24, appointing Frank Wirth, Jr. as Fire Captain, effective September 18th, 2017 at a starting annual salary of $52,000.00.
c. Accept a motion to adopt Resolution 2017-R-26, appointing Kimberly D. Floyd as a Police Officer, effective August 29, 2017 at a starting hourly wage of $28.2872.
d. Accept a motion to adopt Resolution 2017-R-27, a Resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Commonwealth of Pennsylvania, concluding that adequate analysis has determined that risk levels are acceptable relating to Lower Allen Township Authority’s proposed issuance of the guaranteed Sewer Revenue Bond Series of 2017.
e. Accept a motion to approve or disapprove ORDINANCE 2017-06, an ordinance of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, determining to incur lease rental debt in the principal amount of $9,950,000, in connection with the financing of the refunding of the Guaranteed Sewer Revenue Bond Series of 2012 and the Guaranteed Sewer Revenue Bond Series of 2013 of the Lower Allen Township Authority, and other actions.
