AGENDA

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: September 11, 2017

4. Audience Participation: Any item on the agenda.

5. PRESIDENT BLACK

a. Check Register of September 15, 2017 in the amount of $389,864.02.

b. Department Reports for the month of July for Assistant Manager, Community Development, Township Engineer, Public Works, and Public Safety.

6. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

7. PUBLIC SAFETY

a. Discussion and Possible Action: Rear Parking Area Fencing-Phase 2

8. COMMUNITY DEVELOPMENT

a. Discussion and possible action: Reinstatement of a license agreement between Lower Allen Township and CPR Property Rescue, LLC which allows treated, disinfected effluent from a small flow treatment facility at 1852 Sheepford Road to discharge through a township-owned storm drain pipe and reach a dry run on the opposite side of Sheepford Road. This discharge is subject to a PA DEP NPDES permit # PAG043946.

b. Discussion and possible action: ISO Building Code Effectiveness Grading Schedule Survey results indicate a commercial code enforcement score regression from 2 to 9, and a residential code enforcement score regression from 3 to 9. The primary reason for this regression is that grading is heavily weighted upon the adoption of recent model codes without amendments that negatively impact health, safety and public welfare. Since the PA Uniform Construction Code (UCC) standards mandated by state statute and regulations are primarily based upon the 2009 ICC model codes, possible action includes contacting Senator Regan and Representative Delozier to request appropriate legislative and regulatory updates to the UCC.

c. Discussion: SLD Docket No. 2017-05: Subdivision Plan for Arcona Neighborhoods: Proposed lot line adjustments and subdivision of four existing tracts, resulting in 10 lots, with a combined total of 185.23 acres. No development is proposed with this plan.

d. Discussion and Possible Action: Authorizing staff to advertise Ordinance 2017-07, Traffic Control devices.

9. MANAGER

a. Discussion: Status of our Act 172 (Firefighter tax credits) discussions with Lower Allen and Lisburn Community Fire Companies.
