MINUTES

BOARD OF COMMISSIONERS                          LOWER ALLEN TOWNSHIP 

                     REGULAR MEETING                                           DECEMBER 11, 2017                         

 

The following were in ATTENDANCE:

President Black called the December 11, 2017 Regular Meeting of the Board of Commissioners to order at 7:00 pm.  He followed with a prayer and the Pledge of the Allegiance.  He announced that Proof of Publication was available for review. 

MEETING MINUTES

Commissioner SCHIN made a motion to approve the minutes from the November 27, 2017 Regular meeting of the Board of Commissioners.  Commissioner SIMPSON seconded the motion.  Motion carried 5-0.

PRESENTATION:  FLINCHY’S DONATION

Messrs. Matt and Dawson Flinchbaugh spoke about the Flinchypalooza fundraiser they had over the summer.  They were able to raise $6,500 for the K-9 Unit for the Township Police.  They presented the check to the Township.  The Board and Officer Scarlato thanked them for their fundraising and donation.

PRESIDENT BLACK

Approval of Check Registers

Vice President YOUNG made a motion to approve the Check Register of December 8, 2017 in the amount of $237,348.17 and Manual Check Register of November 29, 2017 in the amount of $12,240.72.  Commissioner SCHIN seconded the motion.  Motion carried 5-0.

ORDINANCE 2017-08 – Volunteer Service Credit Program

Vice President YOUNG made a motion to enact ORDINANCE 2017-08, an ordinance of Lower Allen Township, Cumberland County, Pennsylvania, establishing a Volunteer Service Tax Credit program; enacting tax credits for volunteer members of volunteer fire companies; and establishing administrative procedures and appeals.

            Ordinance 2017-08 was enacted by a 5-0 vote.

RESOLUTION 2017-R-38 – Volunteer Service Tax Credit Program

Vice President YOUNG made a motion to adopt RESOLUTION 2017-R-38, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, establishing criteria for eligibility in the Volunteer Service Tax Credit Program.  Commissioner SIMPSON seconded the motion.  Motion carried 5-0.

RESOLUTION 2017-R-39 – Prohibiting Category 4 Licensed Facilities within the Township

Vice President YOUNG made a motion to adopt RESOLUTION 2017-R-39, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, prohibiting the location of Category 4 licensed gambling facilities within Lower Allen Township.  Commissioner SCHIN seconded the motion.  Motion carried 5-0.

COMMUNITY DEVELOPMENT

Administration of Workers Compensation Insurance Verification

Mr. Eby discussed the current process for the administration of workers compensation insurance verification in conjunction with issuing Uniform Construction Code permits.  He stated that the Township’s code is more stringent than state code and staff would like to simplify the process.  Staff recommend following the state’s code and amending the ordinance to clarify the situation.  Discussion ensued.  The Board agreed to making the change.

MANAGER

2018 Fee Schedule Resolution

Mr. Vernau stated that the Board received a copy of the 2018 Fee Schedule to review.  The changes are highlighted in red.  This will be ready for action at the next meeting.

Hiring a Full Time Maintenance Specialist

Mr. Vernau spoke about the need for a full-time maintenance specialist, as Public Works is down one full-time person.  The Township would like to hire Matthew Hammaker effective December 27, 2017.  He is currently a 9-month seasonal employee.  This will be ready for action at the next meeting.

COMMISSIONERS REPORTS

Commissioner Young commented on his 29 years on the Board.  Commissioner Schin said it was a privilege working with him all these years.  President Black thanked staff, residents and Commissioners.

Director Holl spoke about being in Wisconsin with the LAFC representatives inspecting the new engine. 

Mrs. Trone stated that they have received information about the Fun Fort grant.  It has a high priority status, and if the budget is passed it can be funded before February 23rd.  After February 23, 2018, she will have to reapply for the grant. 

Mr. Vernau discussed how he and Mr. Grove were able to work with Principal and RJ Hall to reduce $85,000-90,000 in annual pension fees going forward.

RECESS TO EXECUTIVE SESSION

The Board of Commissioner’s meeting recessed at 7:38 pm to discuss the following items:

  1. Drug Task Force Officer
  2. Collective Bargaining Agreement

RECONVENEMENT OF MEETING

The Board of Commissioners meeting reconvened at 8:25pm.

Vice President YOUNG made a motion to authorize sending the December 1, 2017 proposal to the Lower Allen Township Police Officers Association.  Commissioner SCHIN seconded the motion.  Motion carried 5-0.

The Regular Meeting of the Board of Commissioners adjourned at 8:26 pm.
