BOARD OF COMMISSIONERS LOWER ALLEN TOWNSHIP
REGULAR MEETING DECEMBER 26, 2017

President Black called the December 26, 2017 Regular Meeting of the Board of Commissioners to order at 7:01 pm. He followed with a prayer and the Pledge of the Allegiance. He announced that Proof of Publication was available for review.
MEETING MINUTES
Vice President YOUNG made a motion to approve the minutes from the December 11, 2017 meeting of the Board of Commissioners. Commissioner SCHIN seconded the motion. Motion carried 5-0.
RESOLUTION 2017-R-40, VICE PRESIDENT PEDDRICK M. YOUNG, SR
Commissioner SCHIN made a motion to approve Resolution 2017-R-40 a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, recognizing Commissioner Peddrick M. Young, Sr. for 29 years of service. Commissioner SIMPSON seconded the motion. Motion carried 5-0.
PRESENTATIONS
The following presentations were made to Vice President Young: President Black presented an award from the Pennsylvania State Association of Township Commissioners; Commissioner Schin presented a gavel award for his 29 years of service; Director Holl presented a plaque from Public Safety; Sen. Michael Regan’s Chief of Staff presented a citation from the Pennsylvania Senate; and Cumberland County Commissioner Vince DiFillippo presented a certificate from the Cumberland County Commissioners.
Vice President Young thanked everyone and spoke about his years at Lower Allen. He thanked the Staff for doing a great job over the years and assisting the Board. He spoke about the longevity of the Staff and how Lower Allen is a great place to work and live. He stated it has been his honor and pleasure to serve the community.

The regular meeting of the Board of Commissioners recessed at 7:25pm for a short reception for Mr. Young.
RECONVENING OF REGULAR MEETING
The regular meeting of the Board of Commissioners reconvened at 7:52pm.

There was no response.
CONSENT AGENDA
- President Black advised that any Commissioner, staff member, or anyone in attendance could request any item on the Consent Agenda be removed for further discussion and asked if there was such a request. There was no response.
Vice President YOUNG made a motion to approve the following items:
- Resolution 2017-R-41, establishing fees and charges authorized by various ordinances and statutes for administration of Township business in accordance with these ordinances and statutes.
- Department Reports for the month of November for Assistant Manager, Community Development, Township Engineer, Fleet, Public Safety (October and November) and Public Works.
- Tax Collector’s November 2017 monthly report.
Commissioner SCHIN seconded the motion. Motion carried 5-0.
PRESIDENT BLACK
Approval of Check Registers
Vice President YOUNG made a motion to approve the Check Register of December 22, 2017 in the amount of $172,951.14. Commissioner SCHIN seconded the motion. Motion carried 5-0.
Resolution 2017-R-42, Appointing Matthew S. Hammaker to the Position of Maintenance Specialist
Vice President YOUNG made a motion to adopt Resolution 2017-R-42 appointing Matthew S. Hammaker to the position of Maintenance Specialist, Public Works Department, effective December 27, 2017. Commissioner SCHIN seconded the motion. Motion carried 5-0.
Ordinance 2017-09, 2018 Budget
Vice President YOUNG made a motion to enact Ordinance 2017-09, an Ordinance of the Board of Commissioners of Lower Allen Township, Cumberland County, Commonwealth of Pennsylvania, appropriating specific sums estimated to be required for the specific purposes of the municipal government, hereinafter set forth, during the fiscal year 2018.

Ordinance 2017-09 was approved by a 5-0 vote.
Ordinance 2017-10 – Fixing the Tax Rates for 2018
Vice President YOUNG made a motion to enact Ordinance 2017-10, an Ordinance of the Board of Commissioners of Lower Allen Township, Cumberland County, in the Commonwealth of Pennsylvania, fixing the tax rates for the year 2018.

Ordinance 2017-10 was approved by a 5-0 vote.
Ordinance 2017-11 – Compensation of the Township Manager
Vice President YOUNG made a motion to enact Ordinance 2017-11, an Ordinance of the Board of Commissioners of Lower Allen amending the Codified Ordinances of Lower Allen Township, 1997, as amended, at Section 32-7, Compensation of the Township Manager.

Ordinance 2017-11 was approved by a 5-0 vote.
Resolution 2017-R-43 – Daniel Steven Shank for the attainment of the Rank of Eagle Scout
Vice President YOUNG made a motion to adopt Resolution 2017-R-43, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County Pennsylvania, recognizing, commending and honoring Daniel Steven Shank for the attainment of the rank of Eagle Scout. Commissioner SCHIN seconded the motion. Motion carried 5-0.
Amendment to the Collective Bargaining Agreement and K-9 Side Agreement
Mr. Vernau discussed the K-9 agreement and the changes from the original 2012 agreement.
Vice President YOUNG made a motion to approve the 1st Amendment to the Collective Bargaining Agreement. Commissioner Schin seconded the motion. Motion carried 5-0. Vice President YOUNG then made a motion to approve the amended K-9 Side Agreement. Commissioner SCHIN seconded the motion. Motion carried 5-0.
ANY BUSINESS PERTINENT TO THE TOWNSHIP
There was no response.
PRESENTATION OF RESOLUTION
President Black presented Resolution 2017-R-43 to Daniel Shank, who had arrived at the meeting with his parents.
COMMUNITY DEVELOPMENT
LACP In-Place Asphalt Recycling – Portland Cement and Bituminous Paving Project
Mr. Flint spoke about the LACP project and how fee-in-lieu-of recreation funds would be used for this project.
Vice President YOUNG made a motion authorizing staff to advertise for bids for the LACP In-Place Asphalt Recycling – Portland Cement and Bituminous Paving Project. Commissioner SCHIN seconded the motion. Motion carried 5-0.
2018 Street Pavement Recycling and Resurfacing Project
Mr. Flint spoke about the 2018 paving program, and how some streets would be recycled, and others overlaid.
Vice President YOUNG made a motion authorizing Staff to advertise for bids for the 2018 Street Pavement Recycling and Resurfacing Project. Commissioner SCHIN seconded the motion. Motion carried 5-0.
Resolution 2017-R-33 – Sewage Facilities Planning Revision for Fair Oaks
Mr. Flint stated that this resolution was needed for the Fair Oaks project to continue providing public sewer for the residents.
Vice President YOUNG made a motion to approve adopt Resolution 2017-R-33, a Resolution for Sewage Facilities Planning Revision for Fair Oaks. Commissioner SCHIN seconded the motion. Motion carried 5-0.
MANAGER
Employees- Years-of-Service and Performance Awards
Mr. Vernau spoke about the seven employees who will be recognized for their years of service at the January 8th meeting. Vice President Young asked about Mr. Yeagley and his appointment by the Governor. The Board agreed with recognizing Mr. Yeagley.
Reorganization of Community Development/Economic Development
Mr. Vernau stated that he met with Mr. Flint and Mrs. Trone about merging Economic Development with Community Development. He would like Mrs. Trone to manage the reorganized department while Mr. Flint manages Engineering and Public Works. The Board agreed.
Commissioner Assignments For 2018-2019
Mr. Vernau provided a list of Commissioner assignments for Committees and Boards. He asked the Board if anyone had preferences. He will discuss the assignments with President Black before the end of the year and the appointments may be made during the first meeting of the year.
COMMISSIONERS REPORTS
Director Holl discussed the TMI training on February 3rd for elected officials. Commissioners Holtzman and Simpson stated that they would attend. Commissioner-elect Villone stated that he would attend as well.
Solicitor Miner congratulated Vice-President Young on his years of service. Commissioner Schin asked whether silence during votes would equate to a vote for the motion. Solicitor Miner stated a vote needs to be expressed verbally.
Vice-President Young thanked everyone and stated it has been an honor to serve the Township.
Commissioner Simpson said it’s been a pleasure serving with Vice-President Young and wishes him the best.
Mr. Vernau thanked Vice President Young for his years of counsel and friendship and stated that he has learned a lot.
Mrs. Echterling thanked him for his service to our country, state and township. She thanked him for his class and honor he showed.
Mr. Grove spoke about the GFOA national recognition the Township has received.
Mr. Eby thanked Vice President Young for his service as a staff member and resident. He thanked the Board for their vote on Fair Oaks.
President Black spoke about the pride there is with the Township and how it is being recognized at the state level with Mr. Yeagley’s recognition.
