REORGANIZATION MEETING                                      JANUARY 2, 2018

 

The following were in ATTENDANCE:

Township Secretary Helen Grundon called the January 2, 2018 Reorganization Meeting of the Board of Commissioners to order at 7:02 pm followed by the Pledge of Allegiance.  She announced that Proof of Publication was available for review.

SWEARING IN OF NEWLY ELECTED OFFICIALS

District Justice Charles Clement administered the Oath of Office to the Tax Collector, Bonnie K. Miller, and the Commissioners, Richard F. Schin and Dean M. Villone.  The Commissioners took their seats on the dais. 

NOMINATIONS AND ELECTIONS

Commissioner SIMPSON made a motion to nominate H. Edward Black as President of the Board of Commissioners.  Commissioner SCHIN seconded the motion.  Motion carried 5-0.

President Black assumed control of the meeting and asked for nominations for Vice President.

Commissioner SCHIN made a motion to nominate Jack Simpson as Vice President of the Board of Commissioners.  Commissioner VILLONE seconded the motion.  There were no other nominations and Commissioner SCHIN moved that the nominations be closed.  Commissioner HOLTZMAN seconded.  Motion for carried 5-0.

BOARD AND COMMISSION APPOINTMENTS/REAPPOINTMENTS

Lower Allen Township Vacancy Board

Commissioner SCHIN made a motion to reappoint Bruce Seagrist to the Lower Allen Township Vacancy Board for a two-year term, effective January 1, 2018.  Vice President SIMPSON seconded the motion.  Motion carried 5-0.

Lower Allen Township Zoning Hearing Board

Commissioner SCHIN made a motion to reappoint Ann Evertts to the Lower Allen Township Zoning Hearing Board for a term of three years, beginning January 1, 2018.  Vice President SIMPSON seconded the motion.  Motion carried 5-0.

Vice President SIMPSON made a motion to reappoint Dennis Shatto, Esq as the Solicitor to the Lower Allen Township Zoning Hearing Board for a three-year term, effective January 1, 2018.  Commissioner SCHIN seconded the motion.  Motion carried 5-0

Lower Allen Township Authority

Commissioner SCHIN made a motion to reappoint Robert Edwards to the Lower Allen Township Authority for a term of five years, beginning January 1, 2018.  Vice President SIMPSON seconded the motion.  Motion carried 5-0.

Lower Allen Township Development Authority

Vice President SIMPSON made a motion to reappoint Maxwell Stoner to the Lower Allen Township Development Authority for a term of five years, beginning January 1, 2018.  Commissioner SCHIN seconded the motion.  Motion carried 5-0.

Lower Allen Township Planning Commission

Commissioner SCHIN made a motion to appoint Jay Blackwell to the Lower Allen Township Planning Commission for a term of four years, beginning January 1, 2018.  Vice President SIMPSON seconded the motion.  Motion carried 5-0.

Lower Allen Township Recreation and Parks Board

Vice President SIMPSON made a motion to reappoint Richard A. Grove to the Lower Allen Township Recreation and Parks Board for a term of five years, beginning January 1, 2018.  Commissioner SCHIN seconded the motion.  Motion carried 5-0.

Commissioner SCHIN made a motion to reappoint Susan Parry to the Lower Allen Township Recreation and Parks Board for a term of five years, beginning January 1, 2018.  Vice President SIMPSON seconded the motion.  Motion carried 5-0.

Vice President SIMPSON made a motion to appoint Charles Angelo to the Lower Allen Township Recreation and Parks Board for a term of five years, beginning January 1, 2018.  Commissioner SCHIN seconded the motion.  Motion carried 5-0.

District Justice Clement swore in Charles Angelo, Jay Blackwell, and Richard Grove.

STAFF APPOINTMENTS / REAPPOINTMENTS

Commissioner SCHIN made a motion to approve Resolution 2018-R-01, a Resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, appointing Ms. Helen R. Grundon as Township Secretary and appointing Mr. John M. Eby as Assistant Township Secretary for a two (2) year term and establishing compensation.  Vice President SIMPSON seconded the motion.  Motion carried 5-0.

Commissioner VILLONE made a motion to approve Resolution 2018-R-02 appointing Thomas G. Vernau, Jr. as Township Manager for a two (2) year term.  Vice President SIMPSON seconded the motion.  Motion carried 5-0.

Vice President SIMPSON made a motion to approve appointing the firm of Daley, Zucker, Meilton, & Miner LLC, in the person of Steven P. Miner, as Township Solicitor, at a rate of $175 per hour, with Melissa Van Eck serving as an alternative, effective January 1, 2018.  Commissioner HOLTZMAN seconded the motion.  Motion carried 5-0.

Commissioner SCHIN made a motion to approve appointing Daniel J. Flint, P.E., as Township Engineer, effective January 1, 2018.  Vice President SIMPSON seconded the motion.  Motion carried 5-0.

Vice President SIMPSON made a motion to approve appointing John M. Eby as Township Sewage Enforcement Officer and Gary Morrow as Alternate Sewage Enforcement Officer, effective January 1, 2018.  Commissioner SCHIN seconded the motion.  Motion carried 5-0.

Vice President SIMPSON made a motion to approve appointing Richard A. Grove as Treasurer and Thomas G. Vernau, Jr. as Assistant Treasurer effective January 1, 2018.  Commissioner VILLONE seconded the motion.  Motion carried 5-0.
