MINUTES

BOARD OF COMMISSIONERS                                       LOWER ALLEN TOWNSHIP

REGULAR MEETING                                                       JANUARY 8, 2018

The following were in ATTENDANCE:

President Black called the January 8, 2018 Regular Meeting of the Board of Commissioners to order at 7:00 pm followed by the Pledge of Allegiance.  He announced that Proof of Publication was available for review.  Commissioner Holtzman was absent with excuse.

MEETING MINUTES

Commissioner SCHIN made a motion to approve the minutes from the December 26, 2017 regular meeting of the Board of Commissioners.  Vice President SIMPSON seconded the motion.  Motion carried 3-0-1.   Commissioner Villone abstained.

Commissioner SCHIN made a motion to approve the minutes from the January 2, 2018 reorganization meeting of the Board of Commissioners.  Vice President SIMPSON seconded the motion.  Motion carried 4-0.

Resolution 2018-R-03 Recognizing Officer Thomas E. Gelnett

Vice President SIMPSON made a motion to adopt Resolution 2018-R-03 Recognizing Officer Thomas E. Gelnett for 25 years of service at Lower Allen Township.  Commissioner SCHIN seconded the motion.  Motion carried 4-0.

President Black read the resolution to Officer Gelnett and presented him with resolution.  He thanked him for his 25 years of service.

EMPLOYEE RECOGNITIONS:

The following employees were recognized for their years of service:

  • Justin Kirsch – 5 years
  • Jacqueline Dougherty – 10 years
  • Wendy Hayden – 10 years
  • Raymond Allen – 10 years
  • Richard Grove – 15 years
  • Matthew Claeys – 15 years

The following employees received letters of recognition for their professional accomplishments while representing the Township:

  • Captain Leon Crone – President of Pennsylvania Police Accreditation Coalition (PPAC).
  • John Eby – Chairman of the Cumberland County Blighted Property Reinvestment Board.
  • Dan Flint – President of the American Public Works Association (APWA), Capitol Branch and Cumberland County representative to the Harrisburg Area Transportation Study (HATS).
  • Rick Grove – President of the Central Chapter of Government Finance Officers Association of Pennsylvania (GFOA-PA).
  • David Holl – Appointment by Governor Wolf to the Pennsylvania Emergency Management Agency’s 911 Advisory Board and appointment to the National Board of Directors of the Partnership for Priority Verified Alarm Response (PPVAR).
  • William Yeagley – President of the Pennsylvania Building Officials Conference, Region V and Appointment by Governor Wolf to the UCC Review and Advisory Council (RAC).
  • Thomas Vernau – Appointment to the Board of Trustees of the Keystone Municipal Insurance Trust (KMIT).

There was no response.

PRESIDENT BLACK

Commissioner SCHIN made a motion to approve the Check Register of January 5, 2018 in the amount of $346,452.65.  Vice President SIMPSON seconded the motion.  Motion carried 4-0. 

Vice President SIMPSON made a motion to approve the Manual Check Register of December 7, 2018 in the amount of $15.99.  Commissioner VILLONE seconded the motion.  Motion carried 3-0-1.  President Black abstained, as a relative was on the register.

Commissioner SCHIN made a motion to accept the Tax Collector’s monthly Report for December 2017.  Vice President SIMPSON seconded the motion.  Motion carried 4-0. 

ANY BUSINESS PERTINENT TO THE TOWNSHIP

There was no response.

PUBLIC SAFETY

Resolution to Authorize Our Township Fire Companies to Participate in The Federal Surplus Program.

Director Holl spoke about the resolution needed for the Township fire companies to participate in the Federal Surplus program.  This will be ready for action at the next meeting.

MANAGER

Strategic Planning meeting dates

Mr. Vernau stated that the last Strategic Plan was done in 2007, and he would like to have another session with the new Board.  He stated that it could be done in one eight-hour day or split between a Friday night and Saturday morning.  The Board agreed to splitting the sessions between Friday and Saturday.  Mr. Vernau will email dates to the Board to choose a date that works hopefully in early March.

COMMISSIONERS REPORTS

Commissioner Schin spoke about a trailer in his neighborhood that is unhitched and stationary.  Director Holl spoke about parking tickets being issued and moving through the process of tickets and fines.  He stated that the way the ordinance is currently written, there is nothing other than tickets they can do at this time.  He spoke about abandoned vehicles and the process necessary to have them towed.  Mr. Vernau agreed and stated the ordinance doesn’t allow for towing.  Discussion ensued.  The consensus of the Board was to strengthen the language in the ordinance.  President Black asked Director Holl and Captain Crone to review the ordinance and strengthen the language.

Commissioner Villone thanked everyone for their professionalism.  He spoke about an incident in BJs where PSO Landis showed up and was able to help a woman in distress.  He asked about the accounts payable process and Mr. Grove answered his questions.  He was at the Lisburn Community Fire Company’s meeting and spoke about the good dedicated volunteers they have there and is glad he can volunteer alongside them.  Mr. Grove, Mr. Eby and Mr. Flint thanked the Board for their recognition tonight.
