REGULAR MEETING

AGENDA

1. Call to Order by Vice President Simpson. Proof of Publication available.

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: July 9, 2018 Regular Meeting.

4. PRESENTATION: Basic Emergency Management Certification to Capt. Frank Wirth, Jr.

5. Audience Participation: Any item on the agenda.

6. CONSENT AGENDA
Any Commissioner, staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Accept a motion to approve the release of Parks Superintendent Thomas Stambaugh from Probation effective July 23, 2018.

b. Accept a motion to approve the release of Corporal Ed Curtis from Probation effective August 7, 2018.

c. Accept a motion to approve the release of Corporal Jeremy Read from Probation effective August 7, 2018.

d. Monthly Reports – Community and Economic Development, Public Works, and Engineer June Reports, Public Safety (May & June), and Fleet (April, May & June).

7. VICE-PRESIDENT SIMPSON

a. Check Register of July 20, 2018 in the amount of $533,696.22.

8. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

9. COMMUNITY DEVELOPMENT

a. Discussion: Requests for Reductions in Improvement Security:
          i. SLD Docket No. 2015-08, Arcona Highpoint Phase 1.5
          ii. SLD Docket No. 2015-10, Arcona Phase 2.1 and 2.2
          iii. SLD Docket No. 2018-03, Arcona, Phase 2.3

b. Discussion and possible action: Approve SLD Docket No. 2017-04, Final Subdivision Plan for 145 S. Locust Street, contingent upon the following:
          i. Solicitor approval of the Homeowner Association documents.
          ii. Providing the executed Developers Agreement and Improvement Security.
          iii. Obtaining a Highway Occupancy Permit from PennDOT.
          iv. Providing the Fee in Lieu of Recreation Land in the amount of $26,000.00.
          v. Lower Allen Township Authority approval.
          vi. Cumberland County Conservation District approval/NPDES Permit.

c. Discussion: SLD Docket No. 2018-05: Lot Line Adjustment Plan for Highpoint Phase 1.3, Lot 34. Proposed Lot Line Adjustment to transfer 192 square feet from Open Space Lot OS-8B to Lot 34.

d. Discussion: SLD Docket No. 2018-06: Land Development Plan for Capital City Mall Restaurant Outparcel. Proposed construction of a 6,500 square foot restaurant on existing parking lot, near the intersection of Hartzdale Drive and Lower Allen Drive.

e. Action: Approval to advertise and set a public hearing date for the proposed amendment to Chapter 220 Zoning of Lower Allen’s Codified Ordinances, increasing the maximum building height from 40 feet to 75 feet in the C-2 General Commercial and C-4 Regional Commercial districts and establishing a building height limit of 75 feet in the I-2 Mineral Recovery district.

f. Discussion: Updating Codified Ordinances Chapters 70, Building Construction and Safety Standards; 103, Fire Prevention; and Chapter 162, Property Maintenance, in preparation for October 1, 2018 effective date for use of 2015 ICC Codes under the PA Uniform Construction Code regulations.

10. MANAGER

a. National League of Cities’ Service Line Program.

b. Recycling crisis presentation.

c. Discussion: Amending the Noise Ordinance to include consumer fireworks.

d. Defined contribution plan.
