MINUTES
RECREATION AND PARKS BOARD: LOWER ALLEN TOWNSHIP
REGULAR MEETING AUGUST 22, 2018
The following were in ATTENDANCE:

Mr. Grove called the August 22, 2018 Regular Meeting of the Recreation and Parks Board to order at 7:00 pm.
APPROVAL OF MEETING MINUTES
Mr. ANGELO made a motion to approve the minutes from the July 25, 2018 meeting. Mr. KAISER seconded the motion. Motion carried 4-0.
PUBLIC COMMENT:
Yellow Breeches Park
There were no public comments. Mrs. Hayden’s memo indicated general maintenance has been done on the park. The garden plots are looking great, and no problems or concerns have been reported this summer.
LIAISON REPORT – COMMISSIONER HOLTZMAN
Commissioner Holtzman was unable to attend the meeting.
RECREATION AND PARKS STAFF REPORT/ACTIVITIES REPORT
Mrs. Echterling read the following Park Operational Staff Report:
- Regular park maintenance. Vegetation control, wood chipping and wood carpeting have been
Ongoing. Tree trimming and regular maintenance, at all parks. The new a/c units, in the LACP
Barn, were been installed, during the month.
Mrs. Echterling read the following Activities:
- Yappy Hour was held on Thursday, August 2, from 5:30pm – 7:00pm. The passing rain storms and high humidity didn’t hinder the event, there was a great turn out. Approximately 70 adults and children came out for the fun. Having food on site was definitely a game changer, and the music kept everyone entertained. Only a few people were partaking in alcohol consumption, most people were enjoying ice cream.
- Dedication of the James W. Chianos Memorial Field – Was held on Sunday, August 5th, at 3:00pm. There was a nice crowd of approximately 50 people and the Chianos family and friends enjoyed the dedication.
- Summer field use is wrapping up for the year, at Wass, Pete’s and LACP. The last big sporting event of the year, The Dillsburg Soccer Tournament, will be held over Columbus Day weekend, Oct 6th and 7th.
OLD BUSINESS
Summer Park Tours
Mr. Grove spoke about the Board prioritizing the list of projects for the Board of Commissioners to be included in the budget. The Board discussed the projects and came up with the following items to be included in their letter:
- Highland Estates Playground – Possible replacement of play structures and installation of a water fountain. Motion detection light with solar panel.
- Highland Neighbors Association Feedback – Add a tire swing, gaga pit and additional lines for a pickle ball court.
- Yellow Breeches – Improve Boat access area
- Windsor Park – Walking Path and Chess tables
- LACP – Climbing piece -pushed to 2019 budget. Tot lot needs additional play station. Proceed with Fun Fort.
The Board asked if Wendy Hayden could prepare the letter and send it to Greg for signature. Greg should be present for the first meeting of the Board of Commissioners in September. Mr. Grove stated the items don’t need to be prioritized as some of them are already in the budget.
The Board asked that The Parks Superintendent attend the August meeting next year, to help with the findings, of the park tours. Mr. Grove spoke about the budget process and timing.
NEW BUSINESS
Mr. Angelo let the Board know he could help provide music for Township events including Yappy hours.
