4. Presentation: West Shore Rec Commission – provide an update on the activities of the Commission.

5. Accept a motion to adopt Resolution 2018-R-40, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, recognizing Eric Stauffer.

6. Accept a motion to adopt Resolution 2018-R-41, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, recognizing Todd Miller.

7. Presentation : Police Department Awards and Citations.

9. CONSENT AGENDA
Any Commissioner, Staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Department Reports for the month of September for Community Development, Fleet, Township Engineer, Public Works, and Public Safety.

b. Tax Collector’s September 2018 monthly report.

c. SLD Docket No. 2018-08: Lot Line Adjustment Plan for 1528 & 1540 Sheepford Road.

10. PRESIDENT BLACK

a. Check Register of October 12, 2018 in the amount of $310,486.39.

b. Accept a motion to enact Ordinance 2018-05, an ordinance of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, adding Chapter 134, Litter, to the Codified Ordinances of Lower Allen Township.

c. Accept a motion to enact Ordinance 2018-10, an ordinance of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, delegating certain duties related to Stormwater Management to the Lower Allen Township Stormwater Authority.

11. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

12. PUBLIC SAFETY

a. Discussion and possible action: Refurbishment of bay floors at Station 1.

13. TOWNSHIP ENGINEER

a. Discussion and possible action: Awarding a contract for replacement of fence at Allendale Park.

14. ASSISTANT MANGER

a. Award of $192,000 Grant from the Department of Conservation and Natural Resources for rehabilitation of the Fun Fort at Lower Allen Community Park.

b. Award of two grants from the Department of Environmental Protection for the retro-fitting of stormwater detention basins, in the amounts of $122,358 and $60,536.

c. Bon Ton Update.

d. Discussion and possible action: Authorize Concord Public Financing to seek Request for Proposals from local banks on behalf of the Lower Allen Township Development Authority in the amount of $15M for the purpose of redeveloping the Bon-Ton site.

15. MANAGER

a. Discussion and possible action: Advertising Ordinance 2018-11, which amends the Non-Uniformed pension plan to add defined contribution features.

b. Discussion: Resolution opposing statewide collection of Earned Income Tax.

c. Revised pay scales
