MINUTES

 STORMWATER AUTHORITY                                           LOWER ALLEN TOWNSHIP

REGULAR MEETING                                                          APRIL 4, 2019

The following were in ATTENDANCE:

Also in attendance: Steven P. Miner, Esquire, LATSA Solicitor, and Tina Thomas, Recording Secretary.        

Chairman Wilson called the April 4, 2019 Regular Meeting of the Stormwater Authority to order at 8:08 pm. He announced that Proof of Publication was available for review. Tina Thomas completed a Roll Call of the Board members present. 

MEETING MINUTES

Mr. Bucher moved to approve the minutes from the March 7, 2019 meeting of the Stormwater Authority. Mr. Schin seconded the motion. Motion carried 5-0.

AUDIENCE PARTICIPATION

Mr. Shawn Fabian, a resident of the Sheepford Crossing Development, was in attendance to observe the Stormwater meeting. He works as a civil engineer and the stormwater program is of interest to him.

SOLICITOR’S REPORT

Mr. Miner had nothing to report.

MS4 COORDINATOR REPORT

Mr. Dan Flint gave the update on the Stormwater Fee Credit and Appeals Report due to Mrs. Davis’s absence. He stated that the number of submitted and approved credits has increased 70 with 3 appeals received. One of the appeals was denied due to lack of documentation. Mr. Flint spoke about a lot of calls and questions coming in since the bills went out last month. Chairman Wilson received clarification in response to his question regarding combining the stormwater fee with the trash and sewer fee as an automatic withdrawal.

ANY OTHER BUSINESS PERTINENT TO THE AUTHORITY:

Mr. Bucher asked who is being billed for the stormwater fee. Mr. Flint answered that every parcel in the Township is being billed except for Township properties. PennDOT has replied that they are not planning to pay. Mr. Miner stated that First Class Townships would be justified in combining in a joint effort to try to collect from the state since they must create an authority to collect money. We have not yet heard back from the Department of Corrections. Ms. Shuler inquired about the upcoming stormwater projects now that money is coming in. Mr. Flint replied that this year is a planning and design year. The Township has ten basins to retrofit in the next 5 years. He will be presenting specific projects to the Board. There is inspection and routine maintenance to be done. This could possibly start this year.

ADJOURNMENT

There being no more business, Mr. Wilson adjourned the Stormwater Authority meeting at 8:20 pm.
