BOARD OF COMMISSIONERS

REGULAR MEETING

September 9, 2019 7:00 PM

AGENDA

1. Call to Order by President Black. Proof of Publication.

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: August 26, 2019

4. PRESENTATION: Mr. Josh LeValley and Mr. Ben Hammen will present a request for a Disc Golf course to be installed at Lower Allen Community Park.

5. Audience Participation: Any item on the agenda.

6. PRESIDENT BLACK

a. Motion to approve the Check Register of August 30, 2019 in the amount of $135,991.40. Manual Check Register of May for Black Landscapes for $379.82 and Voided Check Register of May for Keystone Automotive for $352.10. Manual Check Register of July for PPL Electric Utilities in the amount of $103,303.00 and Voided Check Register of July for Ben Peters and Jeff Brewbaker in the amount of $188.97.

7. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

8. TOWNSHIP ENGINEER

a. Discussion and possible action: Authorizing a contract with Century Engineering in an amount not to exceed $15,000.00 for completion of design services for the LACP Fun Fort Reconstruction Project.

b. Discussion and possible action: SLD Docket No. 2019-10: Land Development Plan for 1120 St. Johns Road, Interstate Towing. Proposed construction of a 5,600 square foot one-story maintenance/storage building.

i. Motion to approve a waiver of the requirement contained in Section 192-57.C(9) to provide sidewalks along all street frontage for SLD Docket No. 2019-10, until such time as the installation of same has been deemed necessary by the Township for the health, safety or welfare of the general public. These improvements shall be made at the owner’s expense. This is a covenant running with the land, which shall bind the owners, their successors, heirs and assigns.

ii. Motion to approve a waiver of the requirement contained in Sections Section 192-57.B(2)(h)[2] and 192-57.C(8) to provide curbs on all street frontage for SLD Docket No. 2019-10, until such time as the installation of same has been deemed necessary by the Township for the health, safety or welfare of the general public. These improvements shall be made at the owner’s expense. This is a covenant running with the land, which shall bind the owners, their successors, heirs and assigns.

These waivers and modifications are not contrary to the public interest, and they maintain the purpose and intent of the Subdivision and Land Development Ordinance.

iii. Motion to approve SLD Docket No. 2019-10: Land Development Plan for 1120 St. Johns Road, Interstate Towing.

c. Discussion and possible action: Motion to authorizing staff to advertise for bids for the Gettysburg Road Realignment project.

d. Discussion and possible action: Motion to approve Application for Payment No. 1 to SSM Industries, Inc. in the amount of $52,920.90 for the Public Works Building Addition Plumbing Contract.

9. FINANCE

a. Discussion and possible action: Adoption of an Investment Policy Statement for the Defined Contribution Plan.

b. Discussion and possible action: Adoption of a Minimum Municipal Pension Obligation and pension budget for 2020.

10. COMMUNITY AND ECONOMIC DEVELOPMENT

a. Discussion: Zoning Hearing Board Report.

b. Vacant Property Registry Ordinance.

11. MANAGER

a. Discussion: Request by Sprint affiliate Shentel to locate a cellular tower at the Township’s Beacon Hill Radar Site park.

b. Discussion: Alternate uses for funds earmarked for Windsor Park recreation area.

c. Employee Recognitions and years of service.
