MINUTES

PLANNING COMMISSION:                                             LOWER ALLEN TOWNSHIP

 REGULAR MEETING:                                                      OCTOBER 15, 2019

Chairman McCreary called the October 15, 2019 Regular Meeting of the Planning Commission to order at 7:00 pm.

 

APPROVAL OF MINUTES

 

Mr. MAGNUSSON moved to approve the minutes from the August 20, 2019 regular meeting. Mr. BASHORE seconded the motion. Motion carried 6-0.

 

OLD BUSINESS

NEW BUSINESS

SLD Docket No. 2019-12:  Land Development Plan for 1025 Audubon Road

Proposed construction of a 2,785 square foot one-story storage building.

Mr. Flint provided an overhead view of the property at 1025 Audubon Road. There is a small building already there and a gravel parking area.

Applicant Presentation

Lee Bothell of Alpha Consulting Engineers was present to speak about the proposed building plan. She stated that the building already in existence would become an office for a construction company. The applicant, IMT, LLC, would like to construct a pole building next to it for storage of equipment. This would back up to Route 15.  Ms. Bothell said the impervious coverage will be reduced with the new plan. She stated that the applicant is asking for four waivers, mainly involving improvements to street frontage, curb and sidewalk. She stated that the property is currently fenced in and a water main runs along the street underground.

Township Comments

Mr. Flint stated that Township Comments consist of some notations to be made on the plan as well as the four waivers requested by the Applicant.

County Comments

Mr. Flint spoke on behalf of Mr. Hoffman, Cumberland County Planning Department. He said the comments made by the County were minor in nature. He offered to answer any questions.

Commission Member Questions and Comments

Mr. Clovsky spoke about flooding issues on the part of Gettysburg Road located downhill from the property at 1025 Audubon Road. He asked about runoff from the property and where it goes. Ms. Bothell replied that it goes in several directions since it is on top of a hill. She said that the back corner of the property where it is sloped is being restored to grass. She stated that the impervious coverage is dropping from 90% to 70% which will help with infiltration. Mr. Flint added that there is very minimal contribution to the flooding issues on Gettysburg Road from the property on Audubon Road.

Mr. Bashore asked about Waiver #4 which is a requirement to provide street trees along the street frontage. Ms. Bothell replied that the waiver is being requested due to the fence being there and because of the water main location.

 

Public Comment

None.

 

Action

Mr. BLACKWELL moved to approve the waiver from the requirement to provide curb along street frontage and Mr. BASHORE seconded the motion. Motion carried 6-0.

Mr. BLACKWELL moved to approve the waiver from the requirement to provide sidewalk along street frontage and Mr. MAGNUSSON seconded the motion. Motion carried 6-0.

Mr. BLACKWELL moved to approve the waiver from the requirement to provide fill-in paving along street frontage and Mr. BASHORE seconded the motion. Motion carried 6-0.

Mr. BLACKWELL moved to approve the waiver from the requirement to provide street trees along street frontage and Mr. MAGNUSSON seconded the motion. Motion carried 6-0.

Mr. BLACKWELL moved to approve the Land Development Plan for 1025 Audubon Road with satisfaction of comments from the Township and the County. Mr. BASHORE seconded the motion and the motion carried 6-0.

 

OTHER BUSINESS

Mr. Flint said that the deadline for new plans is next Monday and none have come in yet. If plans come in, the next meeting of the Planning Commission will be held on Tuesday, November 19th

 

ADJOURNMENT

Mr. CLOVSKY moved to adjourn the regular meeting of the Planning Commission at 7:25 pm.
