MINUTES

RECREATION AND PARKS BOARD:                           LOWER ALLEN TOWNSHIP

 REGULAR MEETING:                                                      OCTOBER 23, 2019

 

The following were in ATTENDANCE:

Mr. Mahon called the October 23, 2019 Regular Meeting of the Recreation and Parks Board to order at 7:02 pm.

 

APPROVAL OF MINUTES

Mr. GROVE moved to approve the minutes from the August 28, 2019 meeting.  Mr. PELLES seconded the motion.  Motion carried 5-0.

 

OLD BUSINESS:  UPDATE ON LACP DISC GOLF COURSE

Mr. Mahon spoke about walking the proposed disc gold course at LACP with Josh LeValley and Ben Hammen, who were also in attendance. They checked the flow of the course and any possible areas where other activities could be impeded. A few holes were redesigned. Each hole will have a post with a sign and a map of the hole and the par. The first hole will include rules. Mr. Mahon does not anticipate things that take up space or are built out as part of the golf course. He also expressed his belief that the disc golf course should not interfere much with other activities taking place at LACP and is making use of some parts of the park that get very little use. The hole that goes over the pond could use a path to avoid walking the entire way around. Josh and Ben also suggested a path so that people did not make their own through the brush. The first hole is thrown over the horse shoe pits. This could potentially be a conflict at times. Mrs. Hayden asked about possible interference with weddings going on in the gazebo by the Barn. Mr. Mahon said the course stayed on the other side of the road at that point.

Josh and Ben thanked Mr. Mahon for walking the course with them. They stated that there is a lot more space available at LACP than it looks like on the map. Josh is going to look into getting sponsors and the price for turf for the golf holes. When the Board receives the pricing, a budget sheet will be created. Mrs. Trone, Assistant Township Manager, had mentioned looking into possible grants to help with the cost. Mr. Mahon will look into any rules that might exist for acknowledging sponsors. He will also check with some local groups that might be interested in donating money. Ms. Parry said that she is in favor of a new use for LACP and hopeful that it will draw more people. She also suggested putting an ad in the Township newsletter and Facebook page to help with fundraising.

 

PUBLIC COMMENT:  BEACON HILL

 

No one from the public is present to comment. Mrs. Hayden reported the following information on Beacon Hill:  tree trimming and regular park maintenance is ongoing.

 

LIASON REPORT – COMMISSIONER HOLTZMAN

Commissioner Holtzman is absent so there is no liason report.

 

RECREATION AND PARKS STAFF REPORT

Mrs. Hayden provided the following Parks Operation Staff update: 

  • The pavilion at Pete’s Field was painted during the month.
  • Mulching, tree trimming, fertilizing, and over seeding at selected Township parks.
  • Basketball court lines were repainted at Pete’s, Sheepford, and Allendale Parks.
  • Lumber was purchased for the Sheepford Park gaga pit. Volunteers are planning to complete it this coming weekend if the weather cooperates.
  • David Otteson completed his Eagle project gaga pit at Highland Park Playground.
  • Water will be turned off and restrooms closed for winter at LACP the first week of November.

 

ACTIVITIES REPORT

Mrs. Hayden provided the following Activities update: 

  • The Dillsburg Soccer Tournament took place over Columbus Day weekend. This year all facilities were rented by the organization and there were no parking issues reported.
  • Trinity will be holding their mini-thon 5K run at LACP on November 9th.

 

NEW BUSINESS

Mr. Mahon provided Mr. Vernau with a letter of budget requests from the Recreation and Parks Board. Mr. Vernau responded with a letter which Mr. Mahon shared with the Board. There were several items where he requested more clarification from the Parks and Recreation Board. Mr. Mahon offered to speak to Mr. Vernau on behalf of the Board and provide some answers for the items in question. Mr. Mahon also spoke about his desire to see a walking trail completed around the perimeter of LACP. He is uncertain what type of material would need to be used.

Next meeting is Wednesday, November 20, 2019 at 7:00 pm, due to the Thanksgiving holiday.
