REGULAR MEETING

AGENDA

1. Call to Order by President Villone. Proof of Publication.

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: February 10, 2020 Regular Meeting

4. Presentation: Revised Disc Golf course layout at LACP

5. Audience Participation: Any item on the agenda.

6. PRESIDENT VILLONE

a. Motion to approve the Check Register of February 14, 2020, in the amount of $932,886.91.

b. Motion to approve the Department Reports for the month of January for Community Development, Fleet Maintenance, Township Engineer, Public Works, and Public Safety.

7. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

8. TOWNSHIP ENGINEER

a. Discussion and possible action: RE: SLD Docket No. 2019-11, Land Development Plan for Sheetz, 1508 Cedar Cliff Drive:
          i. Approve a waiver of the requirement contained in Section 192-24.C to submit a Preliminary Plan.
         ii. Approve a waiver of the requirement in Section 192-57.B(3)(i)[2] that prohibits driveways from crossing the street right-of-way line within five feet of a drainage inlet.
        iii. Approve a waiver of the requirement in Section 192-58.E(10) that planting islands and beds be designed to collect stormwater runoff from adjacent paved parking areas.

These waivers are not contrary to the public interest, and they maintain the purpose and intent of the Subdivision and Land Development Ordinance.

b. Discussion and possible action: Approve SLD Docket No. 2019-11, Final Land Development Plan for Sheetz, 1508 Cedar Cliff Drive, contingent upon the following:
          i. New Cumberland Borough approval.
         ii. PennDOT concurrence with proposed traffic signal modifications.
        iii. Providing an executed SWM Facilities Maintenance Agreement.
        iv. Providing an executed Developers Agreement and Financial Security.

c. Discussion and possible action: Adoption of Resolution 2020-R-09 Authorizing the Township Engineer to submit the Application for Traffic Signal Approval to PennDOT for the Carlisle Road/Cedar Cliff Drive/I-83 Ramp Intersection.

d. Discussion and possible action: Adoption of Resolution 2020-R-10 Authorizing the Township Manager to sign the Application for Highway Occupancy Permit for drainage facilities related to SLD Docket No. 2017-04, 145 S. Locust Street, contingent upon receiving an executed Indemnity Agreement from the Applicant.

e. Discussion and possible action: Authorizing payment of Application No. 6 to Penn State Construction in the amount of $102,510.00 for General Construction on the Public Works Building Addition Project.

f. Discussion and possible action: Adoption of Resolution 2020-R-11 proclaiming the month of April 2020 as Pennsylvania 811 Safe Digging Month.

9. FINANCE

a. Discussion and possible action: Adoption of Resolution 2020-R-07, establishing an expenditure limit and fiscal policy for the general and fire funds.

10. ECONOMIC DEVELOPMENT

a. Discussion and possible action: Waiver of fees for subdivision and land development plans for Lower Allen Commons (former Bon Ton).

b. Discussion and possible action: Wavier of Development Improvement Security for Lower Allen Commons (former Bon Ton).

c. Discussion and possible action: motion to approve Indemnity Agreement for Application for Highway Occupancy Permit Concerning Subsurface Stormwater Facilities.

d. Discussion and possible action: Adopting Resolution 2020-R-12,

e. Discussion and possible action: motion to approve Drainage Facilities Maintenance Agreement between Commonwealth of Pennsylvania, acting through PennDOT and Lower Allen Township.

11. MANAGER

a. Discussion regarding recreational vehicle length restrictions in Ordinance 2019-02 (Code Section 209-29).

b. Letter of support to York County for rehabilitation of the Sheepford Road bridge.

c. Discussion: HB1400, Regulation of Wireless Facilities in the Public ROW.
