AGENDA

1. Call to Order by President Villone. Proof of Publication.

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: April 27, 2020 Regular Meeting Minutes

4. Audience Participation: Any item on the agenda.

5. BID OPENING: Detention Basin Retrofit Project

6. PRESIDENT VILLONE

a. Check Register of May 8, 2020 in the amount of $293,044.11.

b. Accept a motion to adopt Resolution 2020-R-17, a Resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, proclaiming May 2020 as Building Safety Month.

c. Accept a motion to adopt Resolution 2020-R-18, A Resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, adopting Property Tax Relief Measures under Pennsylvania Act 15 of 2020.

7. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

8. TOWNSHIP ENGINEER

a. Discussion and possible action: Awarding a unit-price contract to Stewart and Tate, Inc. in the estimated total amount of $15,975.00 for the Wilson Lane Micro-surfacing Project

9. PUBLIC SAFETY

a. Discussion and possible action: Activation of the Civil Service Commission for the following purposes; to develop a new list of certified eligible candidates for the position of Lieutenant; approve testing to create an eligibility list for Corporals; and to consider a Rule change concerning extension of probationary status when the 12-month period is disrupted by certain leaves of absence.

b. Discussion and possible action: Purchase of Stryker stretchers.

c. Discussion and possible action: Retirement of Officer Curt Heckler

d. Discussion and possible action: Resolution 2020-R-19, Authorizing the Township Manager to Act as Agent for Lower Allen Township for Emergency and Disaster Relief Pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and Authorizing Township Officials to Execute the Designation of Agent and the PEMA Public Disaster Assistance Application and Agreement for Financial Assistance.

10. COMMUNITY AND ECONOMIC DEVELOPMENT

a. Discussion and possible action: Motion to advertise Ordinance 2020-01, Amending the code of the Township of Lower Allen at Chapter 220, Zoning, Articles XXV Signs to regulate opinion and election campaign signs and to revise the tables attached to the zoning chapter at 220 attachment 2 for all zoning districts.

11. MANAGER

a. Discussion: Penn Waste contract extension proposal.

b. Discussion: CapCOG is looking for input on an initiative to amend the Local Government Unit Debt Act to create a separate borrowing category for operating funds due to COVID-19 costs.
