MINUTES

 STORMWATER AUTHORITY                                           LOWER ALLEN TOWNSHIP

REGULAR MEETING                                                          MARCH 5, 2020

                                                                                                             

The following were in ATTENDANCE:

Vice Chairman Johnson called the March 5, 2020 Regular Meeting of the Stormwater Authority to order at 7:52 pm. He announced that Proof of Publication was available for review. Tina Thomas completed a Roll Call of the Board members present. Chairman Wilson was absent with excuse.

 

MEETING MINUTES

Mr. Schin moved to approve the minutes from the February 6, 2020 meeting of the Stormwater Authority. Ms. Shuler seconded the motion. Motion carried 4-0.

 

AUDIENCE PARTICIPATION

None.

 

SOLICITOR’S REPORT

Mr. Miner stated that he was going to provide his report in Executive Session. Due to no one being present in the audience, he went ahead with his report on the Pieffer Arboretum Stormwater Brief.

 

TREASURER’S REPORT

Mr. Bucher referred the Board to the itemized financial records for the Stormwater Authority. He said that $381,696.28 has been billed and $130 has been spent on postage. The cash balance is $913,333.00. Mrs. Davis said that money is transferred back to the General Fund based on a budgeted amount. A recent audit showed that the Stormwater Authority will be getting a refund back from the General Fund for money that was not spent in 2019. The auditors will also soon be working on the Stormwater Authority’s financials. They will a make recommendation regarding the uncollected revenue. Mrs. Davis will provide an update on this at the April meeting.

 

Mr. Bucher moved to approve the Treasurer’s Report and Mrs. Shuler seconded the motion. Motion carried 4-0.

 

STORMWATER PROGRAM MANAGER REPORT

Credit applications

Mrs. Davis stated that there was one credit application received this month from the Shumans at 260 Creek Road. It was reviewed and approved; they will receive a 50% reduction in their stormwater fee on both parcels as they drain through the riparian buffer. The Shumans entered into an operation and maintenance agreement with the Township as part of this.

 

NFWF Grant

Mrs. Davis explained that this grant is through the National Wildlife and Fish Organization and includes certain counties including Cumberland County. It just opened and she would like to apply for the grant for two basins, at the United Methodist Home for Children and Sheepford East at Ewe Road. The basin on UMHC property is not owned by the Township, but the landowners are willing to grant an easement for the work to be done. The Methodist Home is interested in using this as an education project for its residents. The grant is due April 16th but requires that drawings and plans must be done in AutoCAD format which the Township does not have. With the Authority’s approval, Mrs. Davis would like to meet with 3 engineering firms and find one that could do the conceptual plan. She anticipates a $2500 – $5000 fee for the engineering fees, but there is $17,600 is in the budget to be used for consultants. She does not have any quotes yet due to just hearing about the grant.

 

Mrs. Shuler moved to approve Mrs. Davis to solicit a proposal for conceptual AutoCAD design and Mr. Schin seconded the motion. Motion carried 4-0.

 

Mrs. Shuler moved to allow staff to evaluate the proposals and accept one for completing the design plans, not to exceed $8,000. Mr. Bucher seconded the motion and the motion carried 4-0.

 

ANY OTHER BUSINESS PERTINENT TO THE AUTHORITY:

Mr. Schin asked for clarification of an item in the minutes regarding an overgrown basin owned by PennDOT. He asked who is responsible for making PennDOT comply and was told it is the DEP. Mr. Johnson said that the DEP can fine PennDOT for being out of compliance. Mrs. Shuler asked what stormwater plans are in existence for the new Lower Allen Commons and Mrs. Davis said they will be utilizing the existing PennDOT basin. No impervious area will be added.

 

ADJOURNMENT

There being no more business, Mr. Johnson adjourned the Stormwater Authority meeting at 8:21 pm. The next meeting of the Stormwater Authority will take place on Thursday April 2nd.
