MINUTES
DEVELOPMENT AUTHORITY LOWER ALLEN TOWNSHIP
REGULAR MEETING MAY 18, 2020
The following were in ATTENDANCE:

NOTICE: Due to COVID-19 this meeting is being held virtually as permitted by law during this emergency. The link to the meeting registration will be made available at 4PM on May 18, 2020 on the Lower Allen Township website and on its Facebook page. This meeting is being recorded. The recording will also be made available on the website.
Max Stoner, Chairman called the meeting of the Lower Allen Township Development Authority to order at 6:00pm and announced Proof of Publication was available for review. Solicitor Miner stated the agenda reflected the link would be available at 4PM on April 20, 2020 which should have stated 4PM on May 18, 2020.
Chairman Stoner stated the following for visitors:
“During the meeting we ask that you mute your microphone and turn off your video unless you are a member of the Development Authority or its staff. If you wish to speak on an item or would like to comment, please either “raise your hand” or use the “chat” feature to ask your host a question. The host will ensure the Authority recognizes you. Once you are recognized the host will unmute you and request you to start your video if you have it available. The host may remove any participant that uses lewd behavior or language or disrupts the meeting.”
Peddrick Young was absent with excuse.
APPROVAL OF MINUTES OF APRIL 20, 2020. Mr. EBY made a motion to approve the minutes of the April 20, 2020 meeting. Mr. MARONE seconded the motion. Motion carried, 4-0.
PUBLIC COMMENT
None
ACTION: RENT DEFERRAL AGREEMENT WITH BONEFISH GRILL
Discussion ensued concerning this agreement. Mr. EBY made a motion to approve the rental deferral agreement contingent upon satisfactory resolution of the revised condo document and plan. Mr. MARONE seconded the motion. Motion carried, 4-0.
DISCUSSION AND POSSIBLE ACTION: AWARD MAINTENANCE CONTRACT FOR THE LOWER ALLEN COMMONS
Mrs. Trone explained she had received three quotes for the maintenance for this property; The Ground Guys for $8,452.26, Schultz Landscaping for $23,940 and SNO Services, Inc. for $25,290.00
Mr. EBY made a motion to award the maintenance contract to the Ground Guys for $8,452.26. Mr. BLACK seconded the motion. Motion carried, 4-0.
RECESS TO EXECUTIVE SESSION
The Regular Meeting of the Development Authority recessed into Executive Session to discuss real estate primarily concerning Lower Allen Commons @ 6:26pm.
RECONVENE REGULAR MEETING
The Regular Meeting of the Development Authority reconvened @ 7:01pm.
DISCUSSION AND POSSIBLE ACTION: THIRD AMENDMENT TO SALE OF CENTRAL PA EQUITIES 31 LLC – WAS MOVED FROM AGENDA # 6 TO EXECUTIVE SESSION AND “FOURTH” WAS CHANGED TO “THIRD”
Mr. EBY made a motion to authorize the execution of the third amendment to sale of Central PA Equities 31 LLC with respect to the hotel pad site. Mr. BLACK seconded the motion. Motion carried, 4-0.
Mrs. Trone explained she is now part of a Cumberland County Destination Recovery Task Force. This is specifically to figure out how are things going to come back and how to figure out how to get funding to the correct business entities. If this Authority has anything they would like to present, to the task force, please let her know.
Chairman Stoner asked if the Gettysburg Road project is underway. Mrs. Trone explained the project is finally underway.
NEXT MEETING OF THE DEVELOPMENT AUTHORITY
The next meeting of the Development Authority is scheduled for Monday, June 15, 2020 at 6:00pm.

Mr. EBY made a motion to adjourn. Mr. MARONE seconded the motion. Motion carried, 4-0. Meeting adjourned at 7:08pm.
