PLANNING COMMISSION: LOWER ALLEN TOWNSHIP
REGULAR MEETING: MAY 19, 2020

Vice Chairman Brian Wickenheiser called the Regular Meeting of the Planning Commission to order at 7:00 pm. He announced that Proof of Publication was available. This meeting was conducted online using Zoom.
APPROVAL OF MINUTES
Mr. BASHORE moved to approve the minutes from the April 21, 2020 regular meeting. Mr. BLACKWELL seconded the motion. Motion carried 5-0.
OLD BUSINESS
None.
NEW BUSINESS
SLD Docket No. 2020-07: Weis Market No. 58, Gas and Go
Construction of a vehicle fueling station with 6 pumps at the existing store located at 5140 Simpson Ferry Road.
Applicant Presentation
Mr. Flint pointed out the location of the current Weis store and surrounding businesses on a map. He said that the area is already owned by the Weis store and the section where they want to put in the Gas and Go is currently used for storage. He stated that it will be a similar plan to the gas station built for the Weis store on Lowther Road in 2016.
Mr. William Swanick, engineer for Herbert, Rowland & Grubic, presented the site plan. He said that the station will contain 3 fuel pumps with a total of 6 areas for fueling. There will also be a kiosk for an employee. Mr. Swanick said that overall there will be an increase in green space as additional trees will be planted and the landscaping islands will be widened. This will eliminate the need for a separate stormwater plan. He added that all services such as sewer and water will be tied in to the store system, and there will be no impact on storm drains. Mr. Swanick said he had no issues with any of the comments received and hopes to address them quickly and get the plan back in.
Township Comments
Township comments were as follows:
- Use the specific template for Truck 12 to determine emergency vehicle access.
- Provide a narrative discussion of traffic impacts of the proposed project.
- Lower Allen Township Authority approval is required.
- On the Erosion and Sediment Pollution Control Plan, identify the inlets where Inlet Protection will be used.
County Comments
Mr. Hoffman from the Cumberland County Planning Department was unable to attend but his comments were included. Mr. Swanick questioned the comment which reads, “The landscaping requirements in the front yard and in the parking area should be shown on the plan. The plan should provide Proof of Compliance. (Zoning)” He asked if he had to take the entire Weis store into consideration or if that just applied to the Gas and Go. Mr. Flint replied that they are just looking at the area of the plan where the Gas and Go is proposed to be built.
Commission Member Questions and Comments
Mr. Wickenheiser asked how much area is going to be disturbed by the construction and Mr. Swanick said that approximately 24,000 square feet or half an acre will be disturbed. He noted that the erosion and sediment control planning sheet will be on site during construction. Mr. Wickenheiser also asked about the site lighting. Mr. Swanick replied that the lighting planned is only LED lights under the canopy which will shine down. Mr. Wickenheiser asked if there were any waivers requested with the plan and Mr. Swanick mentioned waiving the requirement of presenting a preliminary plan and then a final plan. Mr. Flint said that there is an automatic waiver of the requirement to present the preliminary plan if the building is less than 10,000 square feet.
Public Comment
No comments from the public were noted on screen.
Action
Mr. BASHORE moved to approve SLD Docket No. 2020-07, Final Land Development Plan for the Weis Market Gas and Go, and Mr. CLOVSKY seconded it. Motion carried 5-0. The plan will be on the agenda for the next Board of Commissioners meeting.
OTHER BUSINESS
Mr. Flint noted that there are two small plans coming up for next month’s meeting as well as the revision of Arcona 8.1.

Mr. LOGAN moved to adjourn the regular meeting of the Planning Commission at 7:11 pm. Mr. CLOVSKY seconded it. Motion carried 5-0.
