MINUTES

 DEVELOPMENT AUTHORITY                              LOWER ALLEN TOWNSHIP

 REGULAR MEETING                                              SEPTEMBER 8, 2020

 

The following were in ATTENDANCE:

NOTICE: Due to COVID-19 this meeting is being held virtually as permitted by law during this emergency. The link to the meeting registration will be made available at 4PM on May 18, 2020 on the Lower Allen Township website and on its Facebook page. This meeting is being recorded. The recording will also be made available on the website.

 

Max Stoner, Chairman called the meeting of the Lower Allen Township Development Authority to order at 6:01pm and announced Proof of Publication was available for review.

Chairman Stoner stated the following for visitors:

“During the meeting we ask that you mute your microphone and turn off your video unless you are a member of the Development Authority or its staff. If you wish to speak on an item or would like to comment, please either “raise your hand” or use the “chat” feature to ask your host a question. The host will ensure the Authority recognizes you. Once you are recognized the host will unmute you and request you to start your video if you have it available. The host may remove any participant that uses lewd behavior or language or disrupts the meeting.”

Peddrick Young was absent with excuse.

 

PUBLIC COMMENT

None

 

ACTION: AUTHORIZE BL TO PREPARE THE FINAL LAND DEVELOPMENT PLAN FOR LOT #3 AT LOWER ALLEN COMMONS IN THE AMOUNT OF $59,000.

Mr. EBY made a motion to authorize BL to prepare final land development plan for Lot #3 of Lower Allen Commons for the amount of $59,000. Mr. BLACK seconded the motion. Motion carried 4-0.

 

RESTRUCTURE LOAN WITH LOWER ALLEN TOWNSHIP

Mrs. Trone explained to the Board when they initially purchased the Bon Ton property they had borrowed $810,000 from Lower Allen Township. (NOTE: She also explained the Board has the loan with F&M and in order to re-structure that loan there are costs that you have to incur which would be approximately $19,000.) Her opinion is that we will have this loan with Lower Allen Township for at least another year so it will make sense to go back to restructure this loan. After she spoke to finance director and manager, they explained they want to make sure things are fair to the tax papers and both felt this would make sense to do.

Discussion ensued with the Board directing Mrs. Trone to develop a contract with the reduced interest rate to be reviewed by this Board in the September 21, 2020 meeting and possibly take it to the Township Board of Commissioners meeting on September 28, 2020. In addition, they directed her to reach out to F&M to discuss restructuring our loan with them.

 

RECESS TO EXECUTIVE SESSION

The Regular Meeting of the Development Authority recessed into Executive Session to discuss real estate primarily concerning Lower Allen Commons @ 6:16pm.

 

RECONVENE REGULAR MEETING

The Regular Meeting of the Development Authority reconvened @ 6:54pm.

 

ACTION ITEMS:

Mr. EBY made a motion to approve the six month extension of the fence contract for Lower Allen commons with National Construction Rentals. Mr. BLACK seconded the motion. Motion carried, 4-0.

 

Mr. EBY made a motion to authorize an acceptance signature on a letter of intent to purchase Lower Allen Commons submitted by the Frontier Development. Mr. MARONE seconded the motion. Motion carried, 4-0.

 

NEXT MEETING OF THE DEVELOPMENT AUTHORITY

The next meeting of the Development Authority is scheduled for Monday, September 21, 2020 at 6:00pm.

 

ADJOURNMENT

Mr. EBY made a motion to adjourn. Mr. MARONE seconded the motion. Motion carried, 4-0. Meeting adjourned at 6:59 pm.
