MINUTES
RECREATION AND PARKS BOARD: LOWER ALLEN TOWNSHIP
REGULAR MEETING: OCTOBER 28, 2020
The following were in ATTENDANCE:

Mr. Mahon called the October 28, 2020 Regular Meeting of the Recreation and Parks Board to order at 7:00 pm.
APPROVAL OF MINUTES
Mr. DUNCANSON moved to approve the minutes from the September 23, 2020 meeting. Mr. PELLES seconded the motion. Motion carried 4-0.
PUBLIC COMMENT
Beacon Hill
No one from the public is present to comment. Mrs. Hayden reported the following update on Beacon Hill: regular park maintenance is ongoing, including mowing, wood chipping and tree trimming. Crews did perform some trail work on the Beacon Hill side of the ABH Trail during the month. Brush was trimmed back and downed trees were cut and hauled away.
LIASON REPORT – COMMISSIONER HOLTZMAN
Commissioner Holtzman is absent from the meeting.
RECREATION AND PARKS STAFF REPORT
Mrs. Hayden was unable to attend the meeting but provided the following Parks Operation Staff update:
- Tree trimming, wood chipping, and vegetation control are ongoing at all parks.
- Wood carpet was spread at the play areas in Township parks.
- Ballfield maintenance was performed at Pete’s, Wass, and LACP.
- Many tons of wood chips were spread on Jacob’s Trial and the Dog Park at LACP.
- Painting of the public restrooms at the LACP Barn was completed during the month.
- Two old sheds were removed from the LACP maintenance area in preparation for the new pole barn which will be installed by staff.
- Restrooms and water fountains were turned off for the season in Township parks.
- Leaf collection started on Monday 10/19. Parks will be collected when time allows.
ACTIVITIES REPORT
Mrs. Hayden provided the following Activities update for the meeting:
- Cedar Cliff High School Baseball Boosters will be holding a cornhole tournament at the Lower Pavilion of LACP on Saturday 10/31 from noon – 6pm. If you would like to register, please contact Terri Buckwalter at (717)576-5272, or by e-mail at mamaelvis@msn.com.
- No plans have been made for a New Year’s Eve party this year at the Barn. With the Governor’s mandates for inside events, the upper level would be limited to 25 people and the lower level to 12 people. It would not be feasible to try to plan this event with these stipulations. Safety always comes first.
OLD BUSINESS
Pickleball Court – Wass Park
Mr. Mahon said that the Township is looking for a recommendation from the Parks and Recreation Board regarding the type of nets and poles to install for the new Pickleball Courts. After some discussion, the Board agreed that stationary nets would be the best choice for the first Pickleball courts at Wass Park. One tennis court will be used to create 3 to 4 Pickleball courts. If they are popular and get a lot of use, the Township will look into making more courts.
NEW BUSINESS
Pedestrian Bridge Support Letter
Mr. Mahon spoke about signing a letter of support for the proposed pedestrian bridge that the Township is submitting grant paperwork for to PennDOT. Mr. Mahon said this letter will go along with the Township’s letter.
