1. Call to Order by President Villone. Proof of Publication.
2. Prayer and Pledge of Allegiance.
3. Approval of Meeting Minutes: April 12, 2021 Regular Meeting
4. Motion to adopt Resolution 2021-R-14, a Resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, recognizing, commending, and honoring Daniel J. Flint, P.E. for his years of service to the residents of Lower Allen Township.
5. Presentation to Daniel Flint on his retirement.
6. Audience Participation: Any item on the agenda.
7. CONSENT AGENDA
Any Commissioner, staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?
Accept motion to approve the items on the Consent Agenda, which are listed as follows:
a. Department Reports for the month of March for Community Development, Fleet Maintenance, Facility Maintenance, Township Engineer, Public Works, and Public Safety.
b. Tax Collectors March Monthly Report.
8. PRESIDENT VILLONE
a. Motion to approve the Check Register April 23, 2021 of in the amount of $116,529.93.
b. Motion to adopt Resolution 2021-R-15, 2021 Records Disposition.
c. Motion to adopt Resolution 2021-R-16, hiring Russell T. Olson as Maintenance Specialist for the Public Works Department, effective May 10, 2021.
9. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.
10. TOWNSHIP ENGINEER
a. Discussion and possible action: Approve increasing Financial Security for SLD Docket No. 2016-04, Highpoint Phase 1.3, from $88,937.01 to $97,830.71, and establishing a new expiration date of April 26, 2022.
b. Discussion and possible action: Approve Settlement Agreement & Release with Sunoco Pipeline L.P.
c. Discussion and possible action: Approve License and Indemnity Agreement for Banner over Township Road for Strong Road.
11. STORMWATER PROGRAM MANAGER
a. Moreland Basin Retrofit Project – Change Order No. 1
b. Updated PPC Plan
12. COMMUNITY AND ECONOMIC DEVELOPMENT
a. Discussion: Gettysburg Road Corridor Update and Survey

a. Discussion: Resolution to be presented in May to hire Justin Lenker as a full time PSO in the Public Safety Department.
