AGENDA

1. Call to Order by President Villone. Proof of Publication.

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: August 9, 2021 Regular Meeting Minutes

4. Motion to adopt Resolution 2021-R-29, recognizing Police Officer Thomas Gelnett on his retirement.

5. Presentation to Officer Thomas E. Gelnett.

6. Audience Participation: Any item on the agenda.

7. CONSENT AGENDA
Any Commissioner, Staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Department Reports for the month of July for Community Development, Fleet Maintenance, Facility Maintenance, Township Engineer, and Public Works.

b. Check Register of August 13, 2021 in the amount of $457,263.48.

c. Tax Collectors June Monthly Report.

8. PRESIDENT VILLONE

a. Accept a motion to adopt Resolution 2021-R-30, hiring Tyler Lewis as a Police Officer for the Police Department, effective August 30, 2021.

b. Accept a motion to adopt Resolution 2021-R-31, A resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, authorizing the Township Manager to submit a grant application for the Keystone Communities Program for Lower Allen Township.

c. Accept a motion to adopt Resolution 2021-R-32, hiring Craig A. Doll as a Construction Code Official for the Community and Economic Development Department, effective September 1, 2021.

9. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

10. TOWNSHIP ENGINEER

a. Discussion and possible action: Approve SLD Docket No. 2021-05, Final Lot Line Adjustment for Baughman Residence, 3410 Canyon Creek.

b. Discussion and possible action: SLD Docket No. 2021-06, Revised Final Land Development Plan for Springhill Suites, 3535 Gettysburg Road.

 i. Waiver of the requirement contained in Section 192-39.F – Review by Planning Commission.
 ii. Approve SLD Docket No. 2021-06 Revised Final Land Development Plan for Springhill Suites, 3535 Gettysburg Road, contingent upon the following:

 1. Cumberland County Planning Department approval.

c. Discussion and possible action: SLD Docket No. 2020-11, Preliminary/Final Land Development Plan for 3709 Hartzdale Drive.

 i. Waiver of the requirement contained in Section 192-30 to submit a Preliminary Plan.
 ii. Approve SLD Docket No. 2020-11, Preliminary/Final Land Development Plan for 3709 Hartzdale Drive, contingent upon the following:

1. Providing an executed Declaration of Parking, Access and Drainage Easements.
2. Lower Allen Township Authority approval.
3. Lower Allen Township Public Safety Department approval.
4. Providing an executed Stormwater Facilities and Best Management Practices (BMP) Maintenance and Monitoring Agreement.

d. Discussion: Regional Significance and Impact Letter – Green Lane Meadows (Fairview Township, York County).

11. MANAGER

a. Discussion: West Shore Recreation Commission 2022 Budget, Lower Allen Township per capita fee, and early payment of first installment.

a. Lower Allen Township Development Authority Resolution to sell the Yetter Court parcel to the Township, advertise ordinance to purchase the parcel.

b. Application by Corporal Richard Tamanosky to enter the DROP effective October 2, 2021.
