BOARD OF COMMISSIONERS LOWER ALLEN TOWNSHIP
   
REGULAR MEETING OCTOBER 11, 2021

President Villone called the October 11, 2021 Regular Meeting of the Board of Commissioners to order at 6:00 PM.  He announced that Proof of Publication for this meeting was available for review.  This was followed by a prayer and the Pledge of Allegiance.

 

MEETING MINUTES

Commissioner SCHIN moved to approve the minutes from the September 27, 2021 Regular Meeting.  Commissioner KUTZ seconded the motion.  The motion carried 5-0.

 

AUDIENCE PARTICIPATION:  Any item on the agenda.

President Villone advised the audience that if there were any item on that evening’s agenda that they wish to comment on, to please indicate as such.  Members of the audience requested to speak on item 7a from the agenda.  President Villone noted that when the agenda item arrives, he would have the residents come to the podium.

 

PRESIDENT VILLONE

Check Register

President Villone requested a motion to approve the Check Register of October 8, 2021 in the amount of $389,134.51.  Commissioner KUTZ made the motion.  Commissioner SCHIN seconded.  The motion carried 5-0.

 

Resolution 2021-R-35

President Villone sought a motion to adopt Resolution 2021-R-35, hiring Daniel G. Bartosic as a Maintenance Specialist for the Public Works Department, effective October 12, 2021.  Vice President BLACK made the motion.  Commissioner HOLTZMAN seconded.  The motion carried 5-0.

 

ANY BUSINESS PERTINENT TO THE TOWNSHIP:

President Villone noted that if anyone wished to speak on any issue there would be 15 minutes allotted per person to speak at the podium.  There was no response.

 

TOWNSHIP ENGINEER

Drainage Plan No. DP 2021-01 for 3601 Simpson Ferry Road

Mr. McCullough sought a motion to approve Drainage Plan No. DP 2021-01 for 3601 Simpson Ferry Road contingent upon the following:

  1. Erosion and Sediment Pollution Control Plan approval by the Cumberland County Conservation District.
  2. National Pollution Discharge Elimination System (NPDES) Permit issuance by PA DEP.
  3. Provide an executed Stormwater Facilities and Best Management Practices (BMP) Maintenance and Monitoring Agreement.

Mr. McCullough presented a visual plan to the Board, outlining the location of the improvements, most of which will occur on the Trinity High School athletic field.  Trinity HS is proposing conversion of their existing athletic field grass over to synthetic turf, in addition to construction of associated stormwater facilities to capture and treat runoff from the improved areas.  Because the plan must be recorded at the County level, LAT BOC must first vote on plan.  Mr. McCullough stated that LAT staff has reviewed the plan and recommends approval with the previously noted contingencies.  He then fielded questions from the Board.

Commissioner Holtzman asked for assurance that the ground would absorb the stormwater, verses runoff going onto neighboring properties.  Mr. McCullough replied that no runoff will occur.  Rather, water will filter down into existing basin and pipe over to an adjacent basin.  President Villone asked if the parcel will receive additional stormwater fee credit with completion of the project.  Mr. McCullough stated that since there is already a basin in place, he is not sure if the rebate would increase or stay the same.  Mark Shrift came to the podium and stated that the impervious percentage is right around the 30% mark.  Vice President Black asked Mr. Shrift who is completing the work.  Mr. Shrift stated that the contractor has not yet been determined.  Those being considered are Shaw Sports Turf, Sprint Turf, and A-Turf.  They will bid on a 46 oz. 2 in. dual fiber system, which will have a shock pad for safety.  The turf will roll out in 15 ft. wide rolls, 205 ft. across the field including the sidelines, anchored to a concrete curb and pressure treated lumber, which is what will hold the carpet in place.  The end zones behind the goals will be constructed in a rubberized track surface and will not require motorized maintenance.  The field will require some maintenance.

Commissioner KUTZ moved to approve Drainage Plan No. DP 2021-01 contingent upon the points previously bulleted.  Commissioner SCHIN seconded.  The motion carried 5-0.

 

MANAGER

Subcontract Request for Yard Waste Management

Mr. Vernau reviewed with the Board Penn Waste’s formal request to subcontract collection of yard waste to Graybill Equipment and Repair due to continued staffing and scheduling conflicts Penn Waste has encountered throughout the pandemic.  Penn Waste indicated in their request that they would provide LAT a payment bond for the work.  Vice President Black noted that the name of the Certificate Holder on the Certificate of Liability Insurance is listed as Penn Waste.  He asked Mr. Miner if Lower Allen Township should also be listed in that section as a certificate holder.  Mr. Miner agreed.

Commissioner SCHIN moved to approve a subcontract to Graybill Equipment and Repair contingent upon Lower Allen Township’s receipt of a payment bond for the waste collection work, and the addition of Lower Allen Township as a certificate holder on the Certificate of Liability Insurance document.  Vice President BLACK seconded.  The motion carried 5-0.

 

COMMISSIONERS’ REPORTS

Vice President Black expressed gratitude for the BOC’s opportunity to represent Lower Allen Township at a recent conference in Lancaster, which three LAT commissioners attended.

Commissioner Kutz stated he was pleased to attend the Got Your 6 at Home ground-breaking ceremony by Charter Homes at Arcona West, whereas Charter has released three specialty homes soon available for purchase.  A large portion of the proceeds of these sales will go to a non-profit that helps to assist with reducing veteran suicides.

Commissioner Schin stated he attended a helpful presentation from PP&L about electricity safety, geared towards educating the Fire Department on how to handle situations when active wires are involved.

President Villone stated he attended the recent PSATC conference in Lancaster, where the Municipal League and PSATC were able to host the event together and in person.  He stated he felt the joining of these two organizations will tremendously benefit the Township, and he encouraged his colleagues to get involved in regional 2022 PSATC events.

The regular meeting of the Board of Commissioners recessed to Executive session at 6:33PM to discuss the following items:

  • Shaner Hotel Group tax appeal
  • Nationwide Opioid Settlement
  • Recreation Board candidates

Commissioner SCHIN moved to authorize the Manager to register to participate in the National Opioid Settlement.  Vice President BLACK seconded the motion.  The motion carried 5-0.
