MINUTES

STORMWATER AUTHORITY LOWER ALLEN TOWNSHIP
   
REGULAR MEETING OCTOBER 7, 2021
   
The following were in ATTENDANCE:

Chairman Johnson called the October 7, 2021 Regular Meeting of the Lower Allen Township Stormwater Authority to order at 8:15 pm.  He announced that proof of publication was available for review.  He also noted Treasurer Richard Schin was absent with excuse.

 

APPROVAL OF MEETING MINUTES

Ms. SHULER moved to approve the minutes from the August 5, 2021 Regular Meeting.  Mr. EDWARDS seconded.   The motion carried 4-0.

 

AUDIENCE PARTICIPATION

There was none.

 

SOLICITOR’S REPORT

Mr. Miner reported that 12 notice letters were mailed and of those, 5 responded with payment in full.  The remaining 7 residents will be sent lien notices after 30 days (October 18th).

 

TREASURER’S REPORT

LATSA Financial Reports:

Mr. Edwards stated the September 30, 2021 cash balance of the Fund was $2,419,409.00.  This balance does not include interest due to it not being posted at the time of the report.

Mr. EDWARDS motioned to offer this as the Treasurer’s Report.  Ms. SHULER seconded the motion.  The motion carried 4-0.

 

STORMWATER PROGRAM MANAGER REPORT:

Credit and Appeals Summary:

Ms. Davis stated she received two credit applications and no new appeals.  Applications came from Mr. Peiffer and another resident.  The latter was for installation of a swimming pool and an infiltration trench.  There were 97 credits issued in the Township for Stormwater fees.

 

LATSA 2022 Proposed Meeting Dates

Ms. Davis presented the 2022 meeting dates, noting they coincide with the Sewer Authority meetings as they did for 2021, and if there were no concerns, the dates would be placed on next month’s agenda for approval.  She asked the board if a 6pm start time would serve the LATSA better.  It was decided to keep the meetings as is, with a start time immediately after the Sewer Authority, and no proposed changes for 2022.

 

Draft 2022 Budgets

MS4, Street Cleaning, and Storm Sewers and Drains:

Ms. Davis presented the budget drafts to the Board.  She indicated she would be presenting them to the BOC on October 18th.  There were significant changes noted in the MS4 budget proposal to include large projects.  Another large change indicated was for TV services, as other areas in the Township need televised to prepare for replacement.  Mr. Edwards asked how many total linear feet are in the Township.  Ms. Davis replied she does not know the answer but would find out and email him a response.  Ms. Shuler asked if there is priority planning for these.  Ms. Davis stated that the flooding problem areas are televised first.

Street Sweeping did not show much increase.  Debris used to be part of Sanitation but was appropriately moved here.  Budget is out to 2025 for a new Street Sweeper, which is on the Capital Improvement list.

Drains budget show minor repairs, most of which can be handled by the Township staff.  Television camera needs replaced.

 

Public Works / Sheepford Basin Update

Ms. Davis presented visuals on the progression of the basin.  She stated she is receiving several compliments on the look of the basin.  The Ida storm proved that the basin is doing the work it is supposed to.

One thousand plugs were replaced at the Moreland Basin.

 

Stormwater Television Summary

Ms. Davis presented a spreadsheet of the TV summary outlining the locations with good, fair, or poor results.  She stated the Township must determine what they will do for each poor location, but she feels most of the pipes will need replaced.  The pipes are 50-60 years old.

Ms. Davis stated that Penn State offered the Township a free intern.  She will be assigning the intern the Credit and Appeals policy project, which include an “Adopt an Inlet” program allowing for credits off Stormwater fees.  She is hopeful this project will be done by the end of the year.
