MINUTES

STORMWATER AUTHORITY LOWER ALLEN TOWNSHIP
   
REGULAR MEETING JANUARY 6, 2022

Vice Chairman Bucher called the January 6, 2022, Regular Meeting of the Lower Allen Township Stormwater Authority to order at 7:45 pm. He announced the meeting had been duly advertised for publication.

APPROVAL OF MEETING MINUTES

Ms. SHULER moved to approve the minutes from the December 2, 2021, Regular Meeting, subject to corrections. Mr. SCHIN seconded the motion. The corrections will be adopted and reflected in the official minutes. The motion carried 4-0.

AUDIENCE PARTICIPATION

There was none.

SOLICITOR’S REPORT

Mr. Miner noted there was no report.

TREASURER’S REPORT

LATSA Financial Reports:

Mr. Schin asked Ms. Davis about the unpaid delinquency owed by Hempt Brothers. Ms. Davis stated the total uncollected amount was $890,591. She also noted that delinquency notices would continue to be sent to all entities with delinquent bills.

Mr. Schin reported the December 28, 2021, cash balance of the Fund was $2,495,308.

Mr. SCHIN motioned to approve the Treasurer’s Report. Ms. SHULER seconded the motion. The motion carried 5-0.

PUBLIC WORKS DIRECTOR REPORT:

Stormwater Fee Credit and Appeals Monthly Report

Ms. Davis reported there was one appeal submitted since the prior meeting. It was denied due to lack of information submitted. There were no credit applications for the month.

Brown Schultz Sheridan & Fritz 2021 Audit Proposal

Ms. Davis presented for approval, the audit proposal in the amount of $3780. She noted the amount is budgeted slightly higher than the proposed cost.

Ms. SHULER motioned to approve the audit proposal from Brown, Shultz, Sheridan, and Fritz to perform the 2021 audit at an amount not to exceed $3780. Mr. EDWARDS seconded. Members requested that the auditors present their report when it is complete. The motion carried 4-0.

Lower Allen Township Fee RESOLUTION 2022-A-01

Ms. Davis presented, for approval, a proposal to update the exhibit for the fee resolution. It does not make any change to fees charged to residents.

Ms. SHULER motioned to approve RESOLUTION 2022-A-01. Mr. SCHIN seconded. The motion carried 4-0.

PA American Water Company Grant GIS Story Map

Ms. Davis presented the PA American Water Company GIS Story Map, resulting from a project conducting water quality sampling. Staff created the water map to illustrate how the funding was implemented.

The story map provides an overview of the MS4 program and what happens when stormwater travels through a watershed, and why it is important to address stormwater runoff and pollution. The story map also includes the work that has been done, including the Sheepford Bioretention Retrofit project. The map is interactive to show best pollution control management practices and where they are located throughout the township.

Ms. Davis reviewed details and results of the sampling and testing program, which was done in coordination with the Penn State Extension and the Yellow Breeches Watershed. Samples were pulled from various sites along the Yellow Breeches and Cedar Run. A GIS system was developed to gather the sampling points and describe the observations. The grant funding helps to fund the laboratory analysis for the samples.

Addressing results, Ms. Davis noted no results were positive for PCBs, however all but two of the samples were positive for fecal matter. She added that that no point source discharge was found within the township as being a factor contributing to bacteria and pollution. No illegal connections or malfunctioning septic systems were identified. Ms. Davis said the story map would be added to the township website. She also noted she would be utilizing the results to solicit the state to remove the PCB impairment from the permit.
