REGULAR MEETING

AGENDA

1. Call to Order by President Villone. Proof of Publication.

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: April 11, 2022 Regular Meeting

4. Presentation: John Eby on the Township’s Building Code Effectiveness Grading System ratings.

5. Audience Participation: Any item on the agenda.

6. CONSENT AGENDA
Any Commissioner, staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Department Reports for the month of March for Community Development, Fleet Maintenance, Facility Maintenance, Public Works, and Public Safety.

b. Tax Collectors March Monthly Report.

c. Resolution 2022-R-20, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, proclaiming May 2022 as Building Safety Month.

d. Resolution 2022-R-21, 2022 Records Disposition.

e. Check Register of April 22, 2022 in the amount of $520,905.00.

7. PRESIDENT VILLONE

a. Accept a motion to move Rebecca L. Davis, Public Works Director, from probationary status effective 4/27/22.

b. Discussion and possible action: Award Landscape BMP Bid.

8. Any business pertinent to the Township. Discussions will be limited to ten (10) minutes per person.

9. PUBLIC WORKS DIRECTOR

a. Discussion and possible action: Reduction of Financial Security for Charter Homes and Neighborhood due to completion of street paving, sidewalk and trail construction, installation of stormwater infrastructure, and landscaping to the new amount of $1,126,337.00 with a new expiration date of April 25, 2023.

10. COMMUNITY AND ECONOMIC DEVELOPMENT

a. Discussion and Possible Action: Lower Allen Township Development Authority request for $250,000 of ARPA funding for the public sewering of Lower Allen Commons.

b. Discussion and Possible Action: Accept 60-day extension from Christianson Companies to permit the Board of Commissioners extended time to recommend action on SLD-2022-01 Tommy Car Wash, per Lower Allen Township’s Subdivision and Land Development Ordinance Section 192-035 (F).

a. Updates on I83 Bridge Tolling Litigation.
