MINUTES

 DEVELOPMENT AUTHORITY                              LOWER ALLEN TOWNSHIP

REGULAR MEETING                                              AUGUST 15, 2022

The following were in ATTENDANCE:

Max Stoner, Chairman called the meeting of the Lower Allen Township Development Authority to order at 6:01pm and announced Proof of Publication was available for review.

APPROVAL OF MINUTES OF JULY 18, 2022

Mr. EBY made a motion to approve the minutes of the July 18, 2022. Mr. BLACK seconded the motion. Motion carried, 5-0.
PUBLIC COMMENT – THERE WAS NONE.

ACTION: APPROVE PAYMENTS FROM JULY 18, 2022- AUGUST 15, 2022 IN THE AMOUNT OF $73,265.89.

Mr. EBY made a motion to approve the check register from July 18 – August 15, 2022 in the amount of $73,265.89. Mr. MARONE seconded the motion. Motion carried, 5-0. (NOTE: Listing should state “July” rather than “June” Payments.)

DISCUSSION AND POSSIBLE ACTION: APPROVE CONTRACT WITH SNO SERVICES FOR WINTER MAINTENANCE FOR UNITS 1 AND 3 ON A TIME AND MATERIALS BASIS.
Mrs. Trone explained that Sno Services did put a clause in the contract that it can end if the property is sold and asked us to reach out to the new owners and give Sno Services a recommendation. She also stated the contract rate is the same as last year. Mr. EBY made a motion to approve the 2022-2023 contract with Sno Services for winter maintenance for Units 1 and 3 on a time and materials basis contingent upon the correct units stated in the contract. Mr. MARONE seconded the motion. Motion carried, 5-0.

RECESS TO EXECUTIVE SESSION

The Regular Meeting of the Development Authority recessed into Executive Session to discuss real estate matters as follows @ 6:06pm.

RECONVENE REGULAR MEETING

The Regular Meeting of the Development Authority reconvened @ 6:25pm.

DISCUSSION AND POSSIBLE ACTION: APPROVE ADDENDUM TO AGREEMENT OF SALE FOR UNIT 1.

Mr. EBY made a motion to approve the sale of Unit 1 between Lower Allen Township Development Authority and Tonia Ulsh and/or her assigns. And approve extending the closing to October 20, 2022. Mr. O’SHEA seconded the motion. Motion carried, 5-0.

STAFF UPDATE:

  • Trone informed the Board the Arcona Phase 8.1 is on the Board of Commissioners agenda on 8/22/2002.
  • Eby informed the Board there are a couple of small sub-divisions that are in various stages; the Lark Meadows on Rossmoyne Road and the turnpike bridge; the elementary school which has access from Manor Drive; Keystone which will break ground soon; Sheepford Road/Sadie Lane subdivision with sixteen (16) lots is in the planning stage; and the final one is behind the Lower Allen school is a very slow process with eighteen (18) townhomes and eight (8) single detached homes and is in limbo right now. He also informed them Arcona Phase 8.1, which is off Rossmoyne Road near Farmhouse Road, the staff just received their applications for occupancy of their last few clusters of townhomes and one single family home.

NEXT MEETING OF THE DEVELOPMENT AUTHORITY

The next meeting of the Development Authority is scheduled for Monday, September 19, 2022 at 6:00pm.

Mr. EBY made a motion to adjourn. Mr. MARONE seconded the motion. Motion carried, 5-0. Meeting adjourned at 6:28pm.
