MINUTES

RECREATION AND PARKS BOARD: LOWER ALLEN TOWNSHIP
REGULAR MEETING OCTOBER 26, 2022
The following were in ATTENDANCE:

Vice Chairman Duncanson called the October 26, 2022 Regular Meeting of the Lower Allen Township Recreation and Parks Board to order at 7:00 pm.

APPROVAL OF MEETING MINUTES
Ms. Grove motioned to approve the minutes from the September 28, 2022 Regular Meeting. Mr. Pelles seconded. The motion carried 3-0.

PUBLIC COMMENT – Beacon Hill Park
There were no public comments.

Director Davis reminded board members of the presentation given by the architect at the public hearing regarding the project at the Beacon Hill Park radar site. The advisory committee will meet again prior to the end of 2022 to discuss grant funding and stating of the project.

Ms. Megan Klenzing introduced herself and noted she will be joining the board. Commissioner Nagy explained that she will be filling the vacant position effective January 2023.

COMMISSIONER LIAISON REPORT
Commissioner Nagy thanked board members and staff for their efforts in coordinating the Yappy Hour event, noting the positive feedback he received.

TOWNSHIP STAFF REPRESENTATIVE REPORT
Director Davis presented the report. The following parks had significant maintenance performed since the prior meeting:

  • Highland Park – repaired backstop behind tennis court area.
  • Highland Estates Park – prepared area for new playground equipment and remove old equipment. Removed damaged benches
  • Cedar Spring Run Park – prepared area for new playground equipment installation. Waiting for installation date from contractor.
  • Wass Park – Painted picnic tables, repaired tennis court net, tightened pickle ball court nets
  • Pete’s field – replaced backstop
  • LACP – sign inventory completed. Replacements are being made by the sign shop. Keystone pavilion power washed. Holes repaired at dog park. Preparation for Dillsburg soccer tournament including mowing, clearing out concession stand, and emptying trash containers. Ballfield maintenance is ongoing.

Reporting on activities, Director Davis noted the fields were booked through the first week of November, and that there were fifteen pavilion rentals in October and the barn was booked on weekends through the end of December.

Mr. Duncanson inquired about the return of the gaga pit to the Highland Park playground. Director Davis noted that staff may need to reconstruct a new pit or order replacement parts to repair it.

OLD BUSINESS
Recommendations
Mr. Duncanson reported that Chairman Mahon had compiled the list of recommendations for the board but was unsure if it had been submitted. Director Davis noted that budget discussions were completed and that several items on the list had already been addressed. Additionally, new picnic tables and benches, along with new sand for the volleyball pits were among the items included in the 2023 budget.

Yappy Hour
Director Davis reported the event was successful and that planning for the 2023 event will begin earlier. She noted that Ms. Helen Grundon would be coordinating the event for next year.

NEW BUSINESS
Director Davis reported that she’d taken phone calls regarding the pickle ball courts at Wass Park and a request to post signs limiting the playing time to one hour. She noted that staff has no ability to police usage. There was a brief discussion about the popularity of the game and the average playing time. Members agreed that posting of signs might be appropriate but decided to inquire with neighboring municipalities to see how they are handling similar issues.
