1. Call to Order by President Villone. Proof of Publication.

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: Regular meeting of December 12, 2022

4. Employee Recognitions for Years of Service.

5. Audience Participation: Any item on the agenda.

6. CONSENT AGENDA
Any Commissioner, staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Department Reports for the month of November for Community Development, Fleet Maintenance, Public Works, and Public Safety.

b. Check Register of December 16, 2022 in the amount of $649,252.73.

c. Adopting Resolution 2022-R-44, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, establishing fees and charges authorized by various ordinances and statutes for administration of Township business in accordance with these ordinances and statutes.

d. Adopting Resolution 2022-R-45, entering into an intergovernmental cooperation agreement with Sourcewell for cooperative purchasing of certain goods and services.

7. PRESIDENT VILLONE

a. Accept motion to reappoint Ronald Massott to the Lower Allen Township Zoning Hearing Board for a term of three years, beginning January 1, 2023.

b. Accept motion to reappoint Ann Rhoads as Alternate Solicitor to the Lower Allen Township Zoning Hearing Board for a term of three years, beginning January 1, 2023.

c. Accept motion to reappoint Robert E. Edwards to the Lower Allen Township Authority for a term of five years, beginning January 1, 2023.

d. Accept motion to reappoint Timothy Johnson to the Lower Allen Township Stormwater Authority for a term of five years, beginning January 1, 2023.

e. Accept motion to reappoint Max Stoner to the Lower Allen Township Development Authority for a term of five years, beginning January 1, 2023.

f. Accept motion to reappoint Brian Wickenheiser to the Lower Allen Township Planning Commission for a term of four years, beginning January 1, 2023.

g. Accept motion to reappoint Samuel Bashore to the Lower Allen Township Planning Commission for a term of four years, beginning January 1, 2023.

h. Accept a motion to reappoint Richard A. Grove to the Lower Allen Township Recreation & Parks Board for a term of five years, beginning January 1, 2023.

i. Accept a motion to reappoint Susan Parry to the Lower Allen Township Recreation & Parks Board for a term of five years, beginning January 1, 2023.

j. Accept a motion to appoint Megan Klenzing to the Lower Allen Township Recreation & Parks Board for a term of five years, beginning January 1, 2023.

k. Accept a motion to appoint Timothy Wargo of Hoover Engineering as Sewage Enforcement Officer and Chris Hoover of Hoover Engineering as Alternate Sewage Enforcement Officer, effective January 1, 2023.

l. Accept a motion to appoint Craig Doll as the Township Building Code Official, effective January 1, 2023.

m. Accept a motion to enact Ordinance 2022-08, an Ordinance of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, approving appointment of solicitor, interest assessment, attorney fees and collection fees added to the amount collected as part of unpaid municipal claims for delinquent accounts.

n. Accept nominations for Board of Commissioners vacancy. Election of nominees.

8. Any business pertinent to the Township. Discussions will be limited to ten (10) minutes per person.

9. COMMUNITY AND ECONOMIC DEVELOPMENT

a. Discussion re: an ordinance amending the Code of Lower Allen Township at Chapter 70, Building Construction and Safety Standards, Chapter 103, Fire Prevention, and Chapter 162, Property Maintenance for the purpose of updating code editions and administrative matters.

b. Discussion and possible action: Accept a sixty-day extension from Secco Properties to render a decision on a subdivision and land development plan.

c. Discussion and possible action: Permission to advertise for Zoning and Codes Administrator position to fill the long-term vacancy.

10. PUBLIC SAFETY

a. Discussion and possible action: permission to advertise for the hiring of a full-time paramedic position to replace a recent vacancy.
