MINUTES

RECREATION AND PARKS BOARD: LOWER ALLEN TOWNSHIP
REGULAR MEETING FEBRUARY 22, 2023
The following were in ATTENDANCE:

Chairman Mahon called the February 22, 2023, Regular Meeting of the Lower Allen Township Recreation and Parks Board to order at 7:01 pm.

APPROVAL OF MEETING MINUTES
Mr. Pelles motioned to approve the minutes from the January 25 2023, Regular Meeting. Ms. Klenzing seconded. The motion carried 5-0.

PUBLIC COMMENT – Highland Park
There were no public comments.

Director Davis discussed the maintenance that Parks staff completed in the park last year. Continued maintenance will be ongoing.

COMMISSIONER LIAISON REPORT
Commissioner Nagy mentioned that he received a request from the owner of Three Dog Bakery to hold an event at the Lower Allen Community Park for a “Easter Begg Hunt” for dogs. Ms. Grundon will be contacting the owner to discuss the event in further detail and go over some questions that we have regarding dates and security.

TOWNSHIP STAFF REPRESENTATIVE REPORT
Ms. Grundon presented the report. The following parks had significant maintenance performed since the prior meeting:

  • Yellow Breeches Park – cleaned up fallen trees and cut back the trails at the park.
  • Highland Estates Park – new playground equipment installed, and new wood carpet was placed.
  • Cedar Spring Run Park – new playground equipment installed, and new wood carpet was placed.
  • Wass Park – New bleachers were delivered to Wass Park.
  • LACP – Dog park maintenance has been completed. The tot lot playground had a new swing set installed. Maintenance work was completed at the Funfort.
  • Beacon Hill Park – cleaned up fallen tree that fell onto private property from the park.

Reporting on activities, Ms. Grundon noted that letters were sent out for the Easter Egg Hunt donations and we have several volunteers that contacted us for the event including Cargill, Member’s 1st, and Dave and Busters. The garden plots are being prepared for the upcoming season. We will let residents know through our various publications that there are still additional plots available. The Gardeners Gathering planning is ongoing. We were awarded a grant in conjunction with the Cumberland County Conservation District for $2,000 to hold a rain barrel workshop at the event. Field leases are being drafted and should be executed soon.

OLD BUSINESS

Ms. Grundon discussed the Easter Egg Hunt and activities associated with the event. We are still waiting for Hershey’s to reply for candy donations. We have several volunteer groups to donate time and also prizes for the goodie bags for the children. Ms. Arnold discussed an Earth Day Contest that will be promoted at the event. She shared a flyer with the board. The contest will be to design your own earth day banner. Age groups will be divided and judged by the Board of Commissioners.

Ms. Grundon discussed the Pocket Park parties that are being planned throughout the Township. The first park we will be focusing on will be Highland Estates. Helen is hoping to schedule the party for May 13 or May 20. There were two residents, Lauren Casselberry, 2008 Highland Circle and Mia Lowry, 1910 Letchworth Drive from the Highland Estates neighborhood that were in attendance and commented on the events and how they would enjoy the community outreach and hope there will be a good turnout from their community at the event.

Ms. Arnold presented a summary of rain barrel options for the Gardener’s gathering based upon the grant award for the event and staying within budget. Four options were provided for purchasing barrels based on 25 participants. The board discussed the options and felt there should be some type of assembly involved since it is a workshop. There will also be a presentation on non-point source pollution as well as a forager that will be at the event. Ms. Parry made a motion to choose rain barrel option #4 that would require some minor assembly at a cost of $250 for 25 barrels. The motion was seconded by Ms. Klenzing. The motion carried 5-0.

NEW BUSINESS

Ms. Arnold discussed a grant application that the Township would like to apply for at Cedar Spring Run Park and the Yellow Breeches park for planting pollinator gardens and associated trails, signage and a pavilion. The board reviewed sketches for both sites and there was discussion regarding the type of seed mix that would be planted and maintenance. Ms. Klenzing made a motion to approve the Township Grant Application to PA American Water Company for the proposed projects. The motion was seconded by Mr. Pelles. The motion carried 5-0.

Ms. Grundon explained to the board that the Township received an application from Barton & Loguidice to adopt Lower Allen Community Park. The adoption would be for a period of 1 year beginning March 1, 2023. The board discussed the responsibilities for adoption of a park and also the paperwork required. Ms. Grundon plans to meet with the company to go over the requirements for adopting a park. Chairman Mahon made a motion to approve Barton & Loguidice’s application to adopt Lower Allen Community Park. The motion was seconded by Ms. Parry. The motion carried 5-0.
