MINUTES

STORMWATER AUTHORITY LOWER ALLEN TOWNSHIP
REGULAR MEETING FEBRUARY 2, 2023
The following were in ATTENDANCE:

Chairman Johnson called the February 2, 2023, Regular Meeting of the Lower Allen Township Stormwater Authority to order at 7:37 pm. He announced the meeting had been duly advertised for publication. It was noted that Vice Chairman Bucher was absent from the meeting with excuse.

APPROVAL OF MEETING MINUTES
Ms. SHULER moved to approve the minutes from the January 5, 2023, Regular Meeting. Mr.  SCHIN seconded the motion. The motion carried 4-0.

AUDIENCE PARTICIPATION
Commissioner Brown was introduced as the new liaison to the Stormwater Authority.

SOLICITOR’S REPORT
Mr. Miner indicated he would defer his comments to the Executive Session, for the purpose of discussing the West Chester case and related issues.

TREASURER’S REPORT
Director Davis noted there was no report due to budget not being entered into the financial software. She also reported that the auditors were conducting fieldwork and would present before the board at a later date.

PUBLIC WORKS DIRECTOR REPORT:
Credit and Appeals Monthly Report
Director Davis reported there were no credits and no appeals since the last meeting.

Bioretention Project Payments
Director Davis introduced the item for discussion, to consider approval of payments for the Beacon Hill Basin Retrofit project for $164,964 to Stormwater Maintenance, LLC and for the Sheepford Basin project in the amount of $70,991.45 to Columbia Excavating. Both projects are complete, were inspected by staff and are recommended for approval.

Mr. EDWARDS motioned to approve payment in the amount of $164,964 to Stormwater Maintenance, LLC for the Beacon Hill Basin project. The motion was seconded by Mr. SCHIN. The motion carried 4-0.

Mr. EDWARDS motioned to approve payment in the amount of $70,991.45 to Columbia Excavating for the Sheepford Basin project, seconded by Mr. SCHIN. The motion carried 4-0.

Director Davis also referenced new informational flyers focused on stormwater and recycling, that will be posted throughout the township as well as on the website and social media. The effort is required for the MS4 permit and helps to education township residents. Ms. Shuler suggested the addition of a QR code on future versions of the flyers to direct them to the township website.

EXECUTIVE SESSION
Mr. Miner indicated that there would be no action taken to report. Stormwater Authority members adjourned to Executive Session to discuss a litigation issue.

ADJOURNMENT
With no other business pertinent to the Authority, the Regular Meeting of the Stormwater Authority adjourned at 7:44 PM.
