2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: April 10, 2023 Regular Meeting

4. Audience Participation: Any item on the agenda.

5. CONSENT AGENDA
Any Commissioner, staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) from the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Department Reports for the month of March for Community Development, Fleet Maintenance, Facility Maintenance, Public Works, Public Safety (February and March); and Tax Collector.

b. Check Register of April 21, 2023 in the amount of $315,440.03.

6. PRESIDENT VILLONE

a. Accept a motion to move Nathaniel C. Sterling from probationary to regular full-time status effective April 25th, 2023, following successful completion of his six-month probationary period.

b. Accept a motion to move Helen R. Grundon from probationary to regular full-time status effective April 25th, 2023, following successful completion of her six-month probationary period.

7. Any business pertinent to the Township. Discussions will be limited to ten (10) minutes per person.

8. PUBLIC WORKS DIRECTOR

a. Discussion and possible action: Approve payment to Chemung Supply Corporation for stormwater piping for the 2023 stormwater infrastructure replacement project in the amount of $372,015.00.

b. Discussion and possible action: Extend time frames for alternate parking restrictions on various roads in the Township for leaf collection services.

c. Discussion and possible action: Enrollment in the Cumberland County Local Small Bridge Inspection Program

9. COMMUNITY AND ECONOMIC DEVELOPMENT

a. Discussion: Subdivision and Land Development Plan for Kindt Properties

b. Action:

1) Approve waiver of Section 192-57.C.9 requiring sidewalks along adjacent streets.
2) Approve waiver of Section 182-57.C.8 requiring curbing along adjacent streets.
3) Approve waiver of Section 192-57.C.1 requiring the widening of adjacent streets to provide additional right- of-way and cartway.
4) Approve waiver of Section 192-58.C requiring Street Trees to be planted.
5) Approve waiver of Section 192-61 requiring utility connections for individual buildings.

c. Action: Approve Land Development Plan for Kindt Properties with the following conditions:

1) The unauthorized building identified as existing commercial building 1 on sheets 2 and 3 becomes properly permitted, inspected, and addressed by Lower Allen Township staff.
2) All existing non-conformities on the property are documented with the proper ordinances referenced.
3) Financial Security and Developers agreement is provided.
4) Approval for earthmoving is given by Cumberland County Conservation District.
5) A stormwater operation and maintenance plan and agreement is provided.
6) Post-construction maintenance and monitoring inspection agreement has been provided.
7) All remaining comments listed in Rettew’s letter dated April 19, 2023.

d. Action: Accept a thirty (30) day extension for the Final Land Development Plan for Interstate Towing and Recovery, 1120 Saint Johns Road.

10. PUBLIC SAFETY DIRECTOR

a. Discussion and possible action: Approval to accept the Local Law Enforcement Support Grant award from the Pennsylvania Commission on Crime and Delinquency and implement the terms of the grant agreement.

11. FINANCE DIRECTOR

a. Discussion and possible action: Discuss amending the Non-Uniformed Defined Benefit Pension Plan by changing the calculation for average salary and advertising Ordinance 2023-03.
