Chair Johnson called the July 11, 2024, Regular Meeting of the Lower Allen Township Stormwater Authority to order at 7:30 pm. He announced the meeting had been duly advertised for publication.
Approval of Meeting Minutes
Ms. SHULER moved to approve the minutes from the June 6, 2024, Regular Meeting. Mr. EDWARDS seconded the motion. The motion carried 5-0.
2022/2023 Audit Presentation – Brown Plus
Mr. Scott Henry, Senior Manager for the Audit, presented the results of the audit, reporting the independent auditors had issued an un-modified opinion. He reviewed the details of the major audit components, including the financial statements. In summary, LATSA is in a strong financial position. The audit found no issues of concern.
Solicitor’s Report
Mr. Miner noted there were no updates to report regarding the West Chester case or on House Bill 2147, which is proposed legislation that would authorize local stormwater authorities to bill the Commonwealth and its agencies for stormwater management fees.
Treasurer’s Report
Mr. Schin reported the total cash balance, as of June 28, 2024 was $4,159,216, an increase of $36,466 since the prior meeting. He noted that the cash balance includes the transfer amount to be approved on the agenda.
under item 05.b. The total cash balance will be $2,397,817 after the transfer is completed. The cash balance amount will then be reduced to $2,282,133 after the Kinsley payment under agenda. item 06.b.
Below is a summary report of Stormwater billing accounts deemed “Uncollectable” with total balances through 6/28/2024. These balances include past due principal amounts plus penalties through the last billing period (2024-Q3). Late penalties for 2024-Q3 are reflected in the figures.

Mr. SCHIN motioned to approve the Treasurer’s Report. Ms. SHULER seconded the motion. The motion carried 5-0.
Mr. SCHIN motioned to approve the transfer request from LATSA to Lower Allen Township in the amount of $1,761,399.00 for the 4th Quarter of 2023. Ms. SHULER seconded the motion. The motion carried 5-0.
Public Works Director Report:
Credit and Appeals Monthly Report
Director Davis reported there had been no credits or appeals since the prior meeting.
2024 Infrastructure and Paving Project – Payment Estimate No. 1
Director Davis presented the item for approval; payment estimate number to Kinsley Construction in the amount of $115,684.07 for the 2024 Infrastructure and Paving Project. The project was awarded to Kinsley Construction Inc. in the amount of $677,924.00. This estimate represents the work performed in the Highland Estates neighborhood that was inspected and approved by the Township to date for the project.
Ms. SHULER moved to approve the payment estimate No.1 to Kinsley Construction in the amount of
$115,684.07. Mr. EDWARDS seconded the motion. The motion carried 5-0.
Other Business
Director Davis reported that construction of the BMPs near BJs and Bethany Village was under way, and that the one at the United Methodist Home was fifty percent completed.
Ms. Arnold reported about the recently completed the SRBC grant supported program in cooperation with West Shore Recreation Commission and Yellow Breeches Watershed Association.
Mr. Edwards inquired as to how frequently the stormwater outlets are cleared of debris. Director Davis indicated they are cleared twice per year, in fall and in spring.
