MINUTES 

PLANNING COMMISSION                                     LOWER ALLEN TOWNSHIP

REGULAR MEETING                                                               JUNE 16, 2015

The following were in ATTENDANCE:

Mr. McCreary called the June 16, 2015 Regular Meeting of the Planning Commission to order at 7:01 p.m. A quorum was not present. Jean Dyszel, Brian Wickenheiser, Samuel T. Bashore and Geir Magnusson were absent.

Approval of minutes April 21, 2015 Regular Meeting
A quorum was not present. No approval of minutes

OLD BUSINESS
None

NEW BUSINESS

Zoning Ordinance Amendment (ZOA) Docket No. 2015-01: Proposed text amendment to Chapter 220, Zoning, Article XVI, Traditional Neighborhood Development (TND) from Charter Homes and Neighborhoods.

Applicant Presentation
Chris Knarr, Land Planning Specialist at McNees Wallace and Nurick LLC
Anthony Faranda-Diedrich and Josh Smith from Charter Homes were also in attendance.
Mr. Knarr informed the board of the proposed amendment to Chapter 220, Article XVI.
The proposed amendments that apply to Traditional Neighborhood Developments (TND) include the following specific sections.
                Section 220-119.E, Applicability. Proposed text list the Articles that apply to a TND.
                Section 220-124, Permitted Uses in a TND. Accessory uses and signs.
                Sections 220-127, Residential Development Criteria. Rear yard depth requirements in a TND.
                Section 220-132.2, Signs. Signs in a TND.
Mr. Knarr informed the Commission of the details concerning rear yard depth and presented a table outlining sign standards, locations and sizes.

Staff Comments
Commissioner Young asked if signs could be illuminated. Mr. Eby replied that is possible as per ordinance.
Mr. Eby addressed the Board on the presentation from Charter Homes. The Township did not have any additional staff comments other than what was in the memo.

Commission Member Questions and Comments
Mr. McCreary questioned whether it could be a digital billboard. Mr. Eby responded it could be.
Mr. Washburn questioned the possibility of signs in roundabouts.
Mr. Washburn questioned home business signs like an Avon sign or other signs of this type. Mr. Eby responded signs would be limited in size by home occupation sign standards. Businesses would have a separate standard.
Mr. Eby added that no signs would be in the right of way or PennDOT roundabout. Most signs would be located on a private lot or a common area maintained by the HOA.

Commission Action
The Commission could not take action due to the lack of a quorum. No members present offered any objection to the proposed ordinance amendments.
