DEVELOPMENT AUTHORITY                                                          LOWER ALLEN TOWNSHIP

REGULAR MEETING                                                                                   November 16, 2015

PUBLIC IN ATTENDANCE
There was no public in attendance.

Max Stoner, Chairman called the meeting of the Lower Allen Township Development Authority to order at 6:05pm and announced Proof of Publication was available for review.

APPROVAL OF MINUTES OF OCTOBER 19, 2015
Mr. EBY made a motion to approve the minutes of the October 19, 2015 meeting. Mr. BLACK seconded the motion. Motion carried 4-0.

There were no comments from the public.

DISCUSSION: DEVELOPMENT AUTHORITY BUDGET
Mrs. Trone presented the 2016 draft budget. Mrs. Trone explained the tenants are stable, therefore, revenue reflects the same dollar amount and the expenditures closely match last year. Discussion ensued considering the parking area and the budget for 2016. Mr. EBY made a motion to adopt the 2016 budget as presented. Mr. YOUNG seconded the motion. Motion carried, 5-0.

STAFF UPDATE:

• Gettysburg Road TDD – Mrs. Trone explained they have had another scoping meeting with DEP to discuss what permit would be required for the stream configuration; DEP informed them no permit would be required. There will be a sound study made and Upper Allen has agreed to contribute to the cost of this study.
• Arcona – John Eby – The OMP (overall master plan) review is complete except the recreation component; the Recreation Board meets Wednesday; staff will have comments for the Commissioners on the OMP. Mr. Eby is not sure if the Recreation Board will be able to formulate the recommendations on Wednesday or not. If they do it is conceivable it could be on the Board agenda for next week, but it will probably be pushed back beyond that. The Commissioners approved the revised OMP that pertains to basically phasing in the public improvements that occurred on the 9th of this month. The Planning Commission tomorrow is reviewing the revised 1.5 Highpoint plan and the preliminary plan for phase IIA so that is on tap for tomorrow. Notice of grand opening for the first business which is Red Salon is Saturday, the 21st of this month.
• Brooks Edge – John Eby – nothing new to report; the 1st three buildings from Lisburn Road back have been approved and are occupied. The only work on the remaining buildings is inside work. This will be removed from the staff report.
• Executive Park West – John Eby – this remains primarily site work; they have made significant progress on sewer work.

Ed inquired as to the status of the industrial site on Yetter Court; Erin stated nothing has changed.

NEXT MEETING OF THE DEVELOPMENT AUTHORITY
The next meeting of the Development Authority is scheduled for Monday, December 21, 2015 at 6:00pm.

Mr. EBY made a motion to adjourn the meeting. Mr. MARONE seconded the motion. Motion carried, 5-0. Meeting adjourned at 6:34pm.
