REGULAR MEETING                                                                      JANUARY 4, 2016

The following were in ATTENDANCE:

Township Secretary Grundon called the January 4, 2016 Regular Meeting of the Board of Commissioners to order at 7:00 pm followed the Pledge of Allegiance. She announced Proof of Publication was available for review.

SWEARING IN OF NEWLY ELECTED OFFICIALS
District Justice Clement swore in H. Edward Black, Carolyn E. Holtzman, and Jack R. Simpson as Lower Allen Township Commissioners.

NOMINATIONS AND ELECTIONS
Commissioner YOUNG made a motion to nominate Commissioner Black as President of the Board of Commissioners. Commissioner HOLTZMAN seconded the motion. There were no other nominations and Commissioner YOUNG moved that the nominations be closed. Motion for Commissioner Black carried 5-0.

President Black assumed control of the meeting and asked for nominations for Vice President.

Commissioner SCHIN made a motion to nominate Commissioner Young as Vice President of the Board of Commissioners. Commissioner HOLTZMAN seconded the motion. There were no other nominations and Commissioner SCHIN moved that the nominations be closed. Motion for Commissioner Young carried 5-0.

APPOINTMENTS/REAPPOINTMENTS
Commissioner SCHIN made a motion to reappoint Bruce Seagrist to the Lower Allen Township Vacancy Board for a two-year term, effective January 1, 2016. Vice President YOUNG seconded the motion. Motion carried 5-0.

Vice President YOUNG made a motion to reappoint Richard Bonneville to the Lower Allen Township Zoning Hearing Board for a term of three years, beginning January 1, 2016. Commissioner HOLTZMAN seconded the motion. Motion carried 5-0.

Commissioner SCHIN made a motion to reappoint Leon Boncarosky to the Lower Allen Township Zoning Hearing Board as an Alternate for a term of three years, beginning January 1, 2016. Commissioner HOLTZMAN seconded the motion. Motion carried 5-0.

Vice President YOUNG made a motion to reappoint Robert J. Moore to the Lower Allen Township Authority for a term of five years, beginning January 1, 2016. Commissioner SCHIN seconded the motion. Motion carried 5-0.

Vice President YOUNG made a motion to reappoint Salvatore F. Marone to the Lower Allen Township Development Authority for a term of five years, beginning January 1, 2016. Commissioner SCHIN seconded the motion. Motion carried 5-0.

Commissioner SCHIN made a motion to reappoint Brett McCreary to the Lower Allen Township Planning Commission for a term of four years, beginning January 1, 2016. Commissioner HOLTZMAN seconded the motion. Motion carried 5-0.

Commissioner SCHIN made a motion to reappoint Geir Magnusson to the Lower Allen Township Planning Commission for a term of four years, beginning January 1, 2016. Commissioner SIMPSON seconded the motion. Motion carried 5-0.

Commissioner SCHIN made a motion to reappoint David Harmon to the Lower Allen Township Civil Service Commission for a term of five years, beginning January 1, 2016. Vice President YOUNG seconded the motion. Motion carried 5-0.

Vice President YOUNG made a motion to reappoint Charles T. Greiner to the Lower Allen Township Civil Service Commission for a term of six years, beginning January 1, 2016. Commissioner SCHIN seconded the motion. Motion carried 5-0.

SWEARING IN OF NEWLY APPOINTED OFFICIALS
District Justice Clement swore in the reappointed members of the above committees that were in attendance during the meeting.

REPRESENTATION ASSIGNMENTS
Commissioner SCHIN made a motion to retain Representatives and Alternates to the Pension Committee, Capital Region Council of Governments, West Shore Recreation Commission, Planning
Commission, Police Department, and Municipal Advisory Board. Commissioner HOLTZMAN seconded the motion. Motion carried 5-0.

Vice President YOUNG made a motion to appoint Jack R. Simpson, Jr. as Alternate Delegate to the Capital Region Council of Governments. Commissioner HOLTZMAN seconded the motion. Motion carried 5-0.

Commissioner SCHIN made a motion to appoint Peddrick M. Young, Sr. as Liaison and H. Edward Black as Alternate Liaison to the Lower Allen Township Recreation and Parks Board. Commissioner SIMPSON seconded the motion. Motion carried 5-0.

Vice President YOUNG made a motion to appoint Richard F. Schin as Liaison and Carolyn E. Holtzman as Alternate Liaison to the Lower Allen Sewer Authority. Commissioner SIMPSON seconded the motion. Motion carried 5-0.

Commissioner SCHIN made a motion to appoint H. Edward Black as Liaison and Carolyn E. Holtzman as Alternate Liaison to the Lower Allen Township Fire Committee. Commissioner SIMPSON seconded the motion. Motion carried 5-0.

Vice President YOUNG made a motion to appoint Carolyn E. Holtzman as Representative to the Cumberland County Emergency Planning Agency. Commissioner SCHIN seconded the motion. Motion carried 5-0.

Commissioner SCHIN made a motion to appoint Jack R. Simpson, Jr. as Representative and Thomas G. Vernau, Jr. as Alternate Representative to the Cumberland County Tax Collection Committee. Vice President YOUNG seconded the motion. Motion carried 5-0.

APPOINTMENTS / REAPPOINTMENTS
Vice President YOUNG made a motion to approve Resolution 2016-R-01, a Resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, appointing Ms. Helen R. Grundon as Township Secretary and appointing Mr. John M. Eby as Assistant Township Secretary for a two (2) year term and establishing compensation. Commissioner SIMPSON seconded the motion. Motion carried 5-0.

Commissioner SCHIN made a motion to approve Resolution 2016-R-02 appointing Thomas G. Vernau, Jr. as Township Manager for a two (2) year term. Commissioner HOLTZMAN seconded the motion. Motion carried 5-0.

Vice President YOUNG made a motion to approve appointing the firm of Daley, Zucker, Meilton, & Miner LLC, in the person of Steven P. Miner, as Township Solicitor, at a rate of $160 per hour, with Vicki Ann Trimmer serving as Deputy Solicitor, effective January 1, 2016. Commissioner SIMPSON seconded the motion. Motion carried 5-0.

Commissioner HOLTZMAN made a motion to approve appointing Daniel J. Flint, P.E., as Township Engineer, effective January 1, 2016. Commissioner SIMPSON seconded the motion. Motion carried 5-0.

Vice President YOUNG made a motion to approve appointing John M. Eby as Township Sewage Enforcement Officer and Robert Whitmore as Alternate Sewage Enforcement Officer, effective January 1, 2016. Commissioner SCHIN seconded the motion. Motion carried 5-0.

Commissioner SCHIN made a motion to approve appointing Richard A. Grove as Treasurer and Thomas G. Vernau, Jr. as Assistant Treasurer. Commissioner HOLTZMAN seconded the motion. Motion carried 5-0.

There was no response.

PRESIDENT
Ordinance 2016-01 – Chief of Police Language
Vice President YOUNG made a motion to approve Ordinance 2016-01, an Ordinance of the Board of Commissioners of Lower Allen Township, amending the Codified Ordinances of Lower Allen Township to replace references to the powers of the Chief of Police with powers of the Chief of Police or Equivalent Official.

Ordinance 2016-01 was approved by a 5-0 vote.

ANY BUSINESS PERTINENT TO THE TOWNSHIP
There was no response.

COMMISSIONERS REPORTS
Mr. Flint, Mr. Eby, Mr. Grove, Mr. Vernau and Solicitor Miner thanked the Board for their reappointment.

Commissioner Simpson was thankful for the appointments.

Vice President Young welcomed the Commissioners to the Board.

Commissioner Holtzman stated she is looking forward to working with everyone.

RECESS TO EXECUTIVE SESSION
The Regular Meeting of the Board of Commissioners adjourned to Executive Session at 7:29 pm to discuss the following item:

a. Personnel Issue

RECONVENE REGULAR MEETING
The Regular Meeting of the Board of Commissioners reconvened at 7:47 p.m.

Vice President YOUNG made a motion to ratify the Township Manager’s action to terminate a Township employee effective December 31, 2015. Commissioner SCHIN seconded the motion. Motion carried 5-0.

ADJOURNMENT
The Regular Meeting of the Board of Commissioners adjourned at 7:48 pm.
