MINUTES

PLANNING COMMISSION:                                             LOWER ALLEN TOWNSHIP 

REGULAR MEETING:                                                     JUNE 21, 2016

Mr. McCreary called the June 21, 2016 Regular Meeting of the Planning Commission to order at 7:03 pm.

APPROVAL OF MINUTES

Approval of Minutes

Mr. MAGNUSSON made a motion to approve the minutes from the April 19, 2016 meeting.  Mr. BASHORE seconded the motion.  Motion carried 5-0.

NEW BUSINESS

SLD Docket No. 2016-03:  Final Subdivision Plan for Highpoint, Phase 1.2, Revision No. 2:

Minor revisions to Phase layout; decrease in numbers of units from 30 to 26 Single Family Detached homes; addition of open-space parcel.

Applicant Presentation

Mr. Anthony Faranda-Diedrich, Charter Homes, spoke about the revisions to the plan.  He stated it is driven by creating open space which will be connected to the trail.  He stated to facilitate this change they have to eliminate a row of single family homes and a second alley.  He stated the Phase was originally approved for 30 homes and now will be 26 homes.  They are requesting two modifications related to sidewalks to substitute trails for sidewalks.  He stated they have no issues with the Township and County comments.  He is asking for approval of their plan pending their comments.

Township Staff Comments

Mr. Flint stated the impact of the change is minor.  He stated there are no issues with the trails in lieu of sidewalks.  He stated those paths will not count toward Recreation as they are counted for Transportation.

County Planning Commission Comments

Mr. Hoffman stated he is here to answer any questions they may have. 

Commission Member Question and Answer

Mr. McCreary asked about the trail and about the townhouses versus single family homes.  Mr. Faranda-Diedrich stated the trail would be asphalt.  He spoke about the single family homes selling faster than the townhouses and spoke about the market demand.

Mr. Clovsky asked about the lighting on Lisburn Road with the future roundabout.  Mr. Faranda-Diedrich isn’t sure what PennDOT will require for the lighting.

Public Comments:

There were no public comments.

Action:  Recommendations on requested waivers and on the Plan

Mr. BASHORE made a motion to grant a modification contained in Section 192-57.C (9) to provide sidewalks along all street frontage, to allow construction of a bituminous path across Open Space Lot OS-15B in lieu of sidewalk along Longview Road and Mission Hill Road frontage.  Mr. CLOVSKY seconded the motion.  Motion carried 5-0. 

Mr. BASHORE made a motion to grant a modification of the requirement contained in Section 192-57.C (9) to provide sidewalks along all street frontage, to allow construction of a bituminous path across Open Space Lot OS-8A in lieu of sidewalk along Rocky Way frontage.  Mr. CLOVSKY seconded the motion.  Motion carried 5-0.

Mr. BASHORE made a motion to approve SLD Docket No. 2016-03:  Final Subdivision Plan for Highpoint, Phase 1.2, Revision No. 2: Minor revisions to Phase layout; decreasing the numbers of units from 30 to 26 Single Family Detached homes with the addition of open-space parcel subject to Township and County comments.  Mr. WASHBURN seconded the motion.  Motion carried 5-0.
