Penn Waste Collection Update: Early Start - Week of 2/2/2026
January 28, 2026
Removal of Vehicles Parked at MSC
Due to the official Snow Emergency declared for Winter Storm Fern, Lower Allen Township offered free parking at the Municipal Services Center (MSC) parking lot. With the storm now passed and streets getting cleared, we are asking those who still have vehicles parked at the MSC to retrieve their vehicles. This will allow Township staff to adequately clear the parking lot for visitors and employees to safely park. If your situation still requires your vehicle to be parked here, please provide notification to the Township. We are asking that vehicles remaining move to a space where the snow has been cleared. The Lower Allen Township Police Department will begin reaching out to the registered vehicle owners who have not cleared and moved their vehicles. We thank you for your understanding during this time.

Plowing Operations
The Public Works Department intends to begin plowing operations early on in the storm and will continue throughout the duration of the storm event. However, due to the intensity, duration, and other factors, there may be a time where plow operations cannot keep up. At that point, the plowing efforts will be to keep the main roads open, and side streets will be cleared just enough to allow passage for anyone needing to be out during the storm.
The Public Safety Department and Public Works Department will be coordinating to ensure streets can be cleared ahead of emergency vehicles so that emergency personnel can provide the best care in the quickest time possible.
Once the storm event appears to be nearing the end, plowing operations will shift back to clearing curb to curb for all streets and roads that are plowed by the Township.
Due to the cold temperature forecast, road salt will likely not be an effective means of treating the streets and roads. If you need to travel during the storm or soon after it is over, please be cautious for areas of ice on the streets and roads.
PLEASE be patient. With the intensity, duration, and snowfall totals, this may take some extra time to get the final clearing complete. It is suggested to wait until the plows have done a curb-to-curb clearing of your street before you clear your driveway, as to avoid clearing it and the plows pushing the snow back into your driveway. If you feel that you must clean out your driveway before the plows do their more detailed plowing, please use the following picture as a guide to know what snow to clear to avoid the plow pushing a large pile back into your driveway.

Snow Emergency Declaration
Lower Allen Township has declared a Snow Emergency period effective from noon, Saturday, January 24, 2026, until 8:00am, Tuesday, January 27, 2026.
During the Snow Emergency period, travel is discouraged unless absolutely necessary and parking on Township’s streets is strictly prohibited. Vehicles remaining on Township streets are subject to towing at the owner’s expense and/or being ticketed by the Lower Allen Township Police Department.
Free off-street parking is available to Lower Allen Township residents on a first come basis at the Municipal Services Center (MSC) parking lot, located at 2233 Gettysburg Road, Camp Hill, PA. We are requesting that vehicles parked in the MSC lot maintain normal parking proximity to adjacent vehicles so we can fit as many vehicles as possible, and to allow plow access to remove snow from the perimeter and maintain access.
Our Public Works crew will be working diligently during and after the storm to keep Township roads passable. Please do not shovel or blow snow into the streets, keep fire hydrants clear of snow, and check on neighbors.
Upon request, we've added the FAQ at the bottom of this page to help explain the difference E-Notify and LA Emergency Alerts.

Planning Phase
With the winter storm approaching this weekend, the Township is monitoring forecast developments and carefully planning plowing and emergency services efforts. At this time, Township staff would like residents to be aware of some of the efforts that will be put into effect between now and the end of the storm.
If the forecast continues to show the amount of snow that is currently estimated, the Township will declare a snow emergency. Residents will be notified via the Township Website (including emails and texts thorough E-Notify), Facebook Page, and LA Emergency Alerts.
To receive email and/or text updates through E-Notify, go to https://www.latwp.org/enotify/index.php, and signup for "Latest News", at the top of the list of options. The Township will continue to provide updates throughout the storm, and when the website is updated, you will receive notice by email/text.

(SEE the FAQ below to learn more about E-Notify and LA Emergency Alerts.)
Once the snow emergency is declared and residents are notified, cars parked along Township roads will be required to be parked off the street or road within 12 hours. The Township is offering residents the option to park their vehicles at the Lower Allen Township Municipal Services Center located at 2233 Gettysburg Road, if off-street parking is an issue.
The Public Works Department intends to plow for the duration of the storm, but some streets and roads may not have the full “curb-to-curb” effort completed in order to ensure that the plows can keep up and provide some level of passage for all streets and roads.
The Public Safety Department will be coordinating with the Public Works Department to ensure streets can be cleared ahead of emergency vehicles so that emergency personnel can provide the best care in the quickest time possible.
FAQ Section
FAQ: What is the difference between E-Notify and LA Emergency Alerts?
LA Emergency Alerts is the older system the Township has had for a number of years that can contact subscribers by phone, text, and email to provide a short message. Typically, messages will pertain to Public Safety issues and can be of an urgent/imminent nature if needed. These messages only are sent on an as-needed basis.
E-Notify is a feature with the new Township Website and can send text and/or email notifications containing links to Township website pages and content that have been updated. Typically, notifications will be for routine non-emergency information providing news about programs or events. There are currently 15 categories to subscribe to. Messages are sent periodically as web pages and content are updated. Example: subscribe to one of our boards and each time a board meeting agenda or minutes have been uploaded to the website you will receive a link to the document. In the case of the Winter Storm Response, we have created a “Latest News” post that will be updated as information becomes available (like a blog). If you are an E-Notify subscriber to the “Latest News” option, you will be notified each time there is an update to share.
