3. Approval of Meeting Minutes: December 27, 2016

6. CONSENT AGENDA
Any Commissioner, Staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Purchase of a dump truck bed replacement for a 2008 Ford F-550 from MJR Equipment Company through COSTARS for $10,616.00. This is a budgeted item.

b. Department Report for the month of November for Fleet.

c. Tax Collectors December 2016 monthly report.

7. PRESIDENT BLACK

a. Check Register of January 6, 2017 in the amount of $216,851.16. Manual check register of December in the amount of $14,580.00.

b. Accept a motion to enact Ordinance 2017-02, an Ordinance of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, amending the Code of the Township of Lower Allen, 1997 at Chapter 23, Intergovernmental Cooperation, by creating a new Article XIII, authorizing the Board of Commissioners to enter into a municipal agreement with the Capital Region Council of Governments and its member municipalities to participate in the building code department for building code inspections and plan reviews.

c. Motion to adopt Resolution 2017-R-01, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County Pennsylvania, recognizing, commending and honoring Vincent Camillo Pham for the attainment of the rank of Eagle Scout.

8. APPOINTMENTS & REAPPOINTMENTS

a. Accept motion to reappoint Gordon E. Wilson to the Lower Allen Township Authority for a term of five years, beginning January 1, 2017.

b. Accept motion to reappoint Gregory M. Mahon to the Lower Allen Township Recreation and Parks Board for a term of five years, beginning January 1, 2017.

c. Accept motion to reappoint H. Edward Black to the Lower Allen Township Development Authority for a term of five years, beginning January 1, 2017.

d. Accept motion to reappoint Ronald A. Massott to the Lower Allen Township Zoning Hearing Board for a term of three years, beginning January 1, 2017.

e. Accept motion to reappoint Michael Washburn to the Lower Allen Township Planning Commission for a term of four years, beginning January 1, 2017.

f. Accept a motion to reappoint David Clovsky to the Lower Allen Township Planning Commission for a term of four years, beginning January 1, 2017.

9. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

10. COMMUNITY DEVELOPMENT

a. Discussion and Possible Action: SLD Docket No. 2016-08: Final Land Development Plan for Capital City Mall Retail Reconstruction. Proposed reconstruction and addition, with a net increase of 1,014 square feet.

i. Waiver of the requirement contained in Section 192-24.C to submit a Preliminary Plan.
ii. Approval of the Plan, contingent upon the following:
1. Approval by Cumberland County Conservation District.
2. Providing the executed Stormwater BMP Maintenance and Monitoring Agreement.

b. Zoning Hearing Board report.

c. Discussion: Default of maintenance and license agreements for small flow sewage treatment facility serving 1852 Sheepford Road.

d. Discussion: Developing application forms and rules of procedure for International Fire Code and International Property Maintenance Code Boards of Appeal.

e. Discussion and possible action: Adjudication for Ordinance 2017-01, an Ordinance of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, amending, modifying and changing the Code of the Township of Lower Allen, Section 220-SA, the zoning map of the Lower Allen Township Zoning Ordinance of 2009, as amended to rezone three (3) tracts of land from R-2 single-family rural residential to R-3 multi-family residential.
