REGULAR MEETING

April 10, 2017                                                      7:00 PM

AGENDA

1. Call to Order by President Black. Proof of Publication.

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: March 27th Regular Meeting

4. Audience Participation: Any item on the agenda.

5. CONSENT AGENDA
Any Commissioner, Staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Reduction in Improvement Security for SLD Docket No. 2000-11, Heights of Beacon Hill, Phase 2, establishing a new amount of $7,175.03 and a new expiration date of April 6, 2018.

b. Reduction in Improvement Security for SLD Docket No. 2005-22, Heights of Beacon Hill, Phase 3, establishing a new amount of $16,256.55, and a new expiration date of April 6, 2018.

6. PRESIDENT BLACK

a. Check Register of March 31, 2017 in the amount of $123,131.56. Manual Check Register of March 2017 in the amount of $14,290.50. Replacement Check Register of March 2017 in the amount of $25.00.

b. Motion to enact Ordinance 2017-04, an Ordinance of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, amending the Code of the Township of Lower Allen 1997, by amending Chapter 147, Noise Control, to prohibit certain noise associated with the operation of motor vehicles in the Township.

c. Motion to adopt Resolution 2017-R-09, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County Pennsylvania, recognizing, commending and honoring Jonathan Reynolds Pastor for the attainment of the rank of Eagle Scout.

7. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

8. COMMUNITY DEVELOPMENT

a. Zoning Hearing Board report.

b. Discussion: Proclaiming May as Building Safety Month

9. ECONOMIC DEVELOPMENT

a. Proposed Changes to Chapter 63 – Amusement Devices.

b. Discussion and Possible Action: Resolution 2017-R-10, a Resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, Authorizing the President of the Board of Commissioners to Execute Documents for Pennsylvania Department of Conservation and Natural Resources for Grant Agreement Signature Page.

10. MANAGER

a. Discussion: Extension of the refuse contract with Penn Waste.

b. Discussion: Changing the EMT work day from 7.5 hours to 8 hours.

c. Discussion and Possible Action: Fredricksen Library Trustee Appointment.
