MINUTES

BOARD OF COMMISSIONERS                                       LOWER ALLEN TOWNSHIP

REGULAR MEETING                                                       JANUARY 22, 2018

 

The following were in ATTENDANCE:

President Black called the January 22, 2018 Regular Meeting of the Board of Commissioners to order at 7:00 pm followed by the Pledge of Allegiance.  He announced that Proof of Publication was available for review.  A moment of silence was observed to honor US Marshal Christopher Hill who was killed in the line of duty last week in Harrisburg.

MEETING MINUTES

Commissioner HOLTZMAN made a motion to approve the minutes from the January 8, 2018 meeting of the Board of Commissioners.  Commissioner SCHIN seconded the motion.  Motion carried 5-0.

PRESENTATION – FREDERICKSON LIBRARY:

Mrs. Bonnie Goble, Library Director, stated that she was here tonight with the Township’s representative to the Library, David Schmidt.  She spoke about the exciting year in store for the Library in 2018.   She stated that the Frederickson Library is the busiest in the County.  They have over 300,000 visitors and over 800,000 items circulated. They are working on three building projects.  One is an entrance to the lower level.  She spoke about the advantages of this entrance and how it would help with parking.  The other two projects are a Business and Career Center and Children’s center for science, technology, engineering and math.  They are hoping to fund these projects through grants and are hoping that municipalities would be able to help.  She thanked the Board for their support.  The Board thanked her.

There was no response.

CONSENT AGENDA

President Black asked that any Commissioner, staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. There was no response.

Commissioner SCHIN made a motion to approve the following items on the Consent Agenda:

  1. Department Reports for the month of December for Community Development, Fleet Maintenance, Township Engineer, Public Works, and Public Safety.
  2. Resolution 2018-R-04, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, authorizing participation by Lower Allen Fire Company #1, and Lisburn Community Fire Company in the Federal Surplus Property Distribution Program.
  3. Resolution 2018-R-05, appointing Thomas A. Stambaugh to the position of Parks Superintendent, Public Works Department, effective January 23rd, 2018.

Commissioner VILLONE seconded the motion.  Motion carried 5-0.

PRESIDENT BLACK

Commissioner HOLTZMAN made a motion to approve the Check Register of January 19, 2018 in the amount of $247,053.78.  Commissioner SCHIN seconded the motion.  Motion carried 5-0. 

ANY BUSINESS PERTINENT TO THE TOWNSHIP

There was no response.

TOWNSHIP ENGINEER

SLD Docket No. 2018-01 – Tatiana’s Restaurant, LLC and Gettysburg Road Investors, LLC

Mr. Flint discussed SLD Docket No. 2018-01, a Minor Subdivision Plan for Tatiana’s Restaurant, LLC and Gettysburg Road Investors, LLC.   They are proposing to subdivide a 1.7-acre parcel from Lot No. 1 to be added to Lot No. 2, leaving a remainder of 0.6887 acre, with no new lots are being created.  He showed the Board the location on the map.  He stated that it is a land swap between two parcels of land.  This should be ready for action at the next meeting.

SLD Docket No. 2018-02 – Windsor Park Shopping Center

Mr. Flint discussed SLD Docket No. 2018-02, a Minor Subdivision and Land Development Plan for Windsor Park Shopping Center.   The plan proposes an addition of 1,103 square feet of retail space, for a new total of 110,228 square feet and a subdivision to combine two existing lots into one lot, with a total area of 12.639 acres.  He showed the Board the location on the map.  The plan will eliminate the gap between the buildings.  He spoke about the waiver to defer sidewalks.  This should be ready for action at the next meeting.

MANAGER

Strategic Planning meeting dates

Mr. Vernau spoke with the consultant for the strategic planning and he strongly suggested it happen in one day versus two.  The Board agreed.  He discussed how the day would go and asked if March 31st would work.  The Board agreed to the date.

COMMISSIONERS REPORTS

Commissioner Villone spoke about attending the Planning Commission meeting.  He felt it went well and they were very diligent in their questions about the plans.

Commissioner Simpson spoke about some issues he had with Township phone numbers.  He will be attending the Tax Bureau meeting tomorrow.  He spoke about the meeting with the Authority on February 1st to discuss the option of a Defined Contribution pension plan.

Director Holl spoke about the upcoming TMI training for the Board.  He informed the Board that Rodney Mumma stepped down as the Fire Chief of Lower Allen Fire after 15 years of serving in the role.  Deputy Chief Murdoch will now be the Fire Chief for the next 3 years and Mr. Stephen Overmiller will be the Deputy Chief for a year.  Mr. Timothy Sheely will become First Assistant Chief.  The Second Fire Chief will be elected in February.  He spoke about the progress with the new fire engine.

Mrs. Trone will be reapplying for the DCNR grant for the Fun Fort renovations and is hoping for approval for 2019.

Mr. Flint stated that there would be a public hearing for the Comprehensive Plan next meeting February 12th at 6pm. 

President Black spoke about recognition of the employees last meeting for years of service and Boards they service on.  This is a prestigious honor for the Township.
