3. Approval of Meeting Minutes: August 27, 2018

4. PRESENTATION: Police Department Staffing Study, Captain Crone.

6. PRESIDENT BLACK

a. Accept a motion to approve the Check Register of August 31, 2018 in the amount of $136,804.96. Manual Check Register of August 2018 in the amount of $121,338.00.

b. Accept a motion to approve: Resolution 2018-0-R-33, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, authorizing the Director of Community and Economic Development to execute documents for Lower Allen Township Economic Development Authority on behalf of Lower Allen Township.

c. Accept a motion to enact: Ordinance 2018-08, An Ordinance of the Board of Commissioner of Lower Allen Township, Cumberland County, Pennsylvania, amending the code of the Township of Lower Allen, Chapter 220, Zoning, by increasing the maximum permitted building height in the C-2 general commercial and C-4 regional commercial zoning districts, and by establishing a maximum building height in the 1-2 mineral recovery district.

7. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

8. TOWNSHIP ENGINEER

a. Discussion and possible action: Approve an extension for Improvement Security for SLD #2014-01, Highpoint 1.1, 1.2 & 1.4, establishing a new amount of $415,343.95 and a new expiration date of September 10, 2019.

b. Discussion and possible action: Approve Resolution 2018-R-34, a resolution authorizing the Township Manager to sign the 2018 – 2023 Agility Agreement with the Pennsylvania Department of Transportation.

9. PUBLIC SAFETY

a. Discussion: Resolution 2018-R-35, a resolution if the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, adopting the updated Emergency Operations Plan of Lower Allen Township.

10. FINANCE

a. Discussion: Resolution 2018-R-36, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, adopting minimum municipal obligations payable to the Lower Allen Township Police Pension Plan and the Lower Allen Township Non-Uniformed Pension Plan in the fiscal year 2019, and appropriating specific sums known as the Pension Budget for Fiscal Year 2019.

a. Discussion and possible action: Revised Ordinance 2018-05, Litter.

b. Wage study results.

c. Employee Recognitions.

d. Discussion: Increasing the Non-Uniformed employee tuition reimbursement.
