REGULAR MEETING

AGENDA

1. Call to Order by President Black. Proof of Publication.

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: January 14, 2019

4. Audience Participation: Any item on the agenda.

5. CONSENT AGENDA
Any Commissioner, Staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Department Reports for the month of December for Community Development, Fleet Maintenance, Facility Maintenance, Public Works, and Public Safety.

b. Tax Collectors January 2019 Monthly Report.

6. PRESIDENT BLACK

a. Check Register of January 18, 2019 in the amount of $287,082.66.

b. Motion to adopt Resolution 2019-R-01, a Resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, recognizing the Lisburn Community Fire Company for 65 years of service to the residents of Lower Allen Township and surrounding communities.

c. Motion to adopt Resolution 2019-R-02, appointing Justin M. Kettering to the position of Public Safety Officer, Public Safety Department, effective March 4, 2019.

7. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

8. TOWNSHIP ENGINEER

a. Discussion and possible action:

i. Approve a waiver of the requirement contained in Section 192-57.C(9) to provide sidewalks along all street frontage for SLD Docket No. 2019-01, Minor Land Development Plan for Public Works Facility Building Addition, until such time as the installation of same has been deemed necessary by the Township for the health, safety or welfare of the general public. These improvements shall be made at the owner’s expense. This is a covenant running with the land, which shall bind the owners, their successors, heirs and assigns.

ii. Approve a waiver of the requirement contained in Sections Section 192-57.B(2)(h)[2] and 192-57.C(8) to provide curbs on all street frontage for SLD Docket No. 2019-01, Minor Land Development Plan for Public Works Facility Building Addition, until such time as the installation of same has been deemed necessary by the Township for the health, safety or welfare of the general public. These improvements shall be made at the owner’s expense. This is a covenant running with the land, which shall bind the owners, their successors, heirs and assigns.

iii. Approve a waiver of the requirement contained in Sections Section 192-57.B(2)(h)[2] 192-57.C(13) to provide fill-in paving for SLD Docket No. 2019-01, Minor Land Development Plan for Public Works Facility Building Addition, until such time as the installation of same has been deemed necessary by the Township for the health, safety or welfare of the general public. These improvements shall be made at the owner’s expense. This is a covenant running with the land, which shall bind the owners, their successors, heirs and assigns.

These waivers are not contrary to the public interest, and they maintain the purpose and intent of the Subdivision and Land Development Ordinance.

iv. Approve SLD Docket No. 2019-01: Minor Land Development Plan for Public Works Facility Building Addition, proposed construction of a 9,065 square foot building addition at 1400 St. Johns Road, contingent upon the following:
      1. Lower Allen Township Authority approval.

b. Discussion and possible action: SLD Docket No. 2019-02: Minor Land Development Plan for Capital City Mall Retail Outparcel, proposed construction of a 7,000 square foot auto service building on the Mall property, near the intersection of Hartzdale Drive and Capital City Mall Drive, contingent upon the following:
              1. Lower Allen Township Authority approval

c. Discussion and possible action: Approve awarding a contract to Simone Collins in the amount of $20,000.00 for consulting services associated with the Pedestrian/Bicycle Study.

d. Discussion and possible action: Approve authorizing the preparation and advertisement of bids for construction of the addition to the Public Works Facility.

9. FINANCE

a. Discussion and possible action: Capital lease proposals for 2019 financing.

b. Discussion and possible action: Approve a list of investment options for employees enrolling in the Defined Contribution Plan.

10. MANAGER

a. Discussion and possible action: Awarding COSTARS contracts for the chassis and upfitting for a 2019 dump truck to replace a 2003 GMC dump truck.

b. Discussion and possible action: Awarding COSTARS contract for the purchase of a 2019 Ford Escape to replace a 2003 Ford Explorer SportTrac for the Community Development Department.

c. Discussion and possible action: Approval of 2018 Emergency Volunteer Tax Credit applications.
