REGULAR MEETING

AGENDA

1. Call to Order by President Black. Proof of Publication.

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: October 14, 2019

4. Presentation: West Shore Recreation Commission.

5. Presentation: Cumberland County Planning Dept. Re: Sheepford Rd Bridge.

6. Audience Participation: Any item on the agenda.

7. CONSENT AGENDA
Any Commissioner, Staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Proposed decision on the Peiffer Stormwater fee Appeal.

b. Department Reports for the month of September for Community Development, Facility Maintenance, Fleet Maintenance, Township Engineer, Public Works, and Public Safety.

8. PRESIDENT BLACK

a. Check Register of October 25, 2019 in the amount of $175,877.38.

9. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

10. TOWNSHIP ENGINEER

a. Discussion and possible action: Motion to approve payment No. 2 to Pennsy Supply, Inc. in the amount of $222,670.80 for construction of the Lisburn – Rossmoyne Roundabout.

b. Discussion and possible action SLD Docket No. 2019-12: Land Development Plan for IMT, LLC, 1025 Audubon Road. Proposed construction of a 2,785 square foot one-story storage building.

i. Motion to approve a waiver of the requirement contained in Section 192-57.C(9) to provide sidewalks along all street frontage for SLD Docket No. 2019-12, until such time as the installation of same has been deemed necessary by the Township for the health, safety or welfare of the general public. These improvements shall be made at the owner’s expense. This is a covenant running with the land, which shall bind the owners, their successors, heirs and assigns.
ii. Motion to approve a waiver of the requirement contained in Sections Section 192-57.B(2)(h)[2] and 192-57.C(8) to provide curbs on all street frontage for SLD Docket No. 2019-12, until such time as the installation of same has been deemed necessary by the Township for the health, safety or welfare of the general public. These improvements shall be made at the owner’s expense. This is a covenant running with the land, which shall bind the owners, their successors, heirs and assigns.
iii. Motion to approve a waiver of the requirement contained in Sections Section 192-57.B(2)(h)[2] 192-57.C(13) to provide fill-in paving for SLD Docket No. 2019-12, until such time as the installation of same has been deemed necessary by the Township for the health, safety or welfare of the general public. These improvements shall be made at the owner’s expense. This is a covenant running with the land, which shall bind the owners, their successors, heirs and assigns.
iv. Motion to approve a waiver of the requirement in Section 192-58.C to provide street trees along street frontage for SLD Docket No. 2019-12.
v. Motion to approve SLD Docket No. 2019-12 Land Development Plan for IMT, LLC, 1025 Audubon Road.

a. Other Funds budgets.

b. Discussion: Electronic Payments.

12. ASSISTANT MANAGER

a. Discussion: New Resident Workshop.

b. Discussion and possible action: Adopt Resolution 2019-R-43, authorizing staff to execute documents for the Multimodal Transportation Fund Program for a trail over the railroad at Arcona.
