5. Motion to approve Resolution 2020-R-25, Recognizing Beverly Putric for 25 years of service.

6. Motion to approve Resolution 2020-R-26, Recognizing Troy McNair for 25 years of service.

7. Motion to approve Resolution 2020-R-27, Recognizing Leon Crone for 25 years of service.

11. CONSENT AGENDA
Any Commissioner, Staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Department Reports for the month of August for Community Development, Fleet Maintenance, Facility Maintenance, Township Engineer, Public Works, and Public Safety.

b. Adoption of Resolution 2020-R-29, adoption of the updated Emergency Operations Plan of Lower Allen Township.

c. Tax Collector’s August Monthly Report.

12. PRESIDENT VILLONE

a. Accept a motion to adopt the Check Register of September 25, 2020 in the amount of $396,098.87.

b. Accept a motion to enact Ordinance 2020-03, an ordinance of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, amending the Code of the Township of Lower Allen, Chapter 180, Solid Waste, at Article I, Recycling, Article II, Collection and disposal of solid waste, and Article III, Collection and disposal of yard waste.

13. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

14. TOWNSHIP ENGINEER

a. Discussion and possible action: SLD Docket No. 2004-09, Liberty Point.
            i. Request to modify the approved Subdivision Plan to remove the pavement markings delineating a median island.
           ii. Request for a modification to the requirement in Section 192-50 to provide a Maintenance Guaranty for required improvements.

b. Discussion and possible action: Approve SLD Docket No. 2020-01, Revised Overall Master Plan for Arcona Traditional Neighborhood Development (TND).

c. Discussion and possible action: SLD Docket No. 2014-01, Arcona Highpoint Phases 1.1, 1.2 and 1.4. Request for a waiver of the requirements to provide curb and fill-in paving along road frontage.

d. Discussion and possible action: SLD Docket No. 2020-05: Arcona Phase 8.1.

e. Approve payment of Invoice No. 3 to TRC Engineers, Inc., in the amount of $26,870.47 for Construction Inspection services on the Gettysburg Road Relocation Project.

a. Discussion and possible action: Authorization to advertise an Ordinance to refinance bonded debt.

b. Discussion and possible action: Authorization to advertise an Ordinance guaranteeing Authority Debt.

16. PUBLIC SAFETY

a. Discussion and possible action: Retirement of K-9 Officer Rocco.

17. COMMUNITY AND ECONOMIC DEVELOPMENT

a. Discussion: Ordinance 2020-02, amending the code of the Township of Lower Allen, Chapter 220, Zoning, by modifying certain parking standards including those in the transitional neighborhood development (TND) overlay district.

18. MANAGER

a. Discussion: Noise ordinance and consumer fireworks use on public sidewalks & streets.

b. Discussion and possible action: Amendments to Chapter 187, Streets & Sidewalks, at Section 187-67, Violations and Penalties.

c. Discussion and possible action: West Shore Recreation request for early payment of first installment of 2021 contribution.
