MINUTES

 STORMWATER AUTHORITY                                           LOWER ALLEN TOWNSHIP

REGULAR MEETING                                                          DECEMBER 3, 2020

                                                                                                             

The following were in ATTENDANCE:

Also in attendance: Steven P. Miner, Esquire, LATSA Solicitor, and Tina Thomas, Recording Secretary

 

Chairman Wilson called the November 5, 2020 Regular Meeting of the Stormwater Authority to order at 7:49 pm. He announced that Proof of Publication was available for review. Tina Thomas completed a Roll Call of the Board members present. Mr. Schin is absent with excuse.

 

MEETING MINUTES

Mrs. Shuler moved to approve the minutes from the November 5, 2020 meeting of the Stormwater Authority. Mr. Johnson seconded the motion. Motion carried 4-0.

 

AUDIENCE PARTICIPATION

None.

 

AUTHORITY APPOINTMENT NOMINATIONS FOR 2021

Mr. Wilson appointed Mrs. Shuler, as a nominating committee of one, to present the nominations. Nominations are as follows:

  • Recording Secretary – Tina Thomas
  • Solicitor – Steven Miner
  • Secretary – Alison Shuler
  • Assistant Treasurer – Bob Edwards
  • Treasurer – Richard Schin
  • Vice Chairman – Lloyd Bucher
  • Chairman – Timothy Johnson

Mrs. Shuler presented the above nominations to Chairman Wilson. Mrs. Shuler moved to close the nominations and approve all nominees with a unanimous vote. Motion passed 4-0.

 

APPOINTMENT OF CALDWELL & KEARNS, P.C.

Mr. Bucher moved to approve the nomination of the law firm of Caldwell & Kearns, P.C. in the person of Steven P. Miner, as Stormwater Authority Solicitor. Mr. Johnson seconded the motion and the motion carried 4-0.

 

SOLICITOR’S REPORT

Mr. Miner said that there was no collection activity during the month of November.

 

TREASURER’S REPORT

Mr. Bucher noted that the Board was provided with an updated Financial Report. He said that the cash balance at the end of November was $1,690,570.13. Mr. Bucher moved to approve the Treasurer’s Report and Mrs. Shuler seconded the motion.  Motion carried 4-0.

 

STORMWATER PROGRAM MANAGER REPORT

Credit and Appeals Summary

Mrs. Davis stated that no new credit or appeal applications have come in this past month. She anticipates a credit application coming in from the new Sheetz store in January as they have installed two rain gardens.

 

Auditor’s Report

Mrs. Davis spoke about a letter which was received from Brown, Schultz, Sheridan & Fritz, auditors of the Lower Allen Township Stormwater Authority. The price for the 2020 audit will stay the same as the previous year at $3,600. She said that Mr. Grove has reviewed it and approved it. She would need a signature agreeing to the terms of the audit. Mr. Bucher moved to authorize the Chairman of the Stormwater Authority to sign the audit engagement letter. Mr. Johnson seconded the motion and the motion carried 4-0.

 

Resolution 2020-A-04

Mrs. Davis read Resolution 2020-A-04, recognizing the service provided by Chairman Gordon Wilson to the Stormwater Authority since his appointment in 2018.

 

ANY OTHER BUSINESS PERTINENT TO THE AUTHORITY:

Mrs. Shuler asked how the plants in the bioretention areas are faring. Mrs. Davis responded that the plants are currently dormant but they had been watered by the contractor before that and have a one year guarantee. The bird protection is still working. She also said that bid packages for next year’s projects will be coming soon. The first is the basin at the Village of Moreland which is funded by the NFWIF grant. Mr. Bucher asked if there are any updates on the property parcel by Rossmoyne School or the Arboretum. Mr. Miner replied that there has been no response from Judge Guido on the case involving the arboretum. Mr. Miner has placed a lien on the property currently owned by Triple Crown by Rossmoyne School.

 

ADJOURNMENT

Chairman Wilson spoke about being impressed by Mr. Miner’s work in creating the Stormwater Authority. He said that the Board is fortunate to have Mrs. Davis as the Stormwater Program Manager. He is also happy to see Mr. Edwards joining the Stormwater Authority Board.

 

There being no more business, Mr. Wilson adjourned the Stormwater Authority meeting at 8:08 pm. The next meeting of the Stormwater Authority will take place on Thursday January 7, 2021.
