MINUTES

STORMWATER AUTHORITY LOWER ALLEN TOWNSHIP
REGULAR MEETING JULY 6, 2023
The following were in ATTENDANCE:

Chairman Johnson called the July 6, 2023, Regular Meeting of the Lower Allen Township Stormwater Authority to order at 7:30 pm. He announced the meeting had been duly advertised for publication.

APPROVAL OF MEETING MINUTES
Ms. SHULER moved to approve the minutes from the May 4, 2023, Regular Meeting. Mr.  EDWARDS seconded the motion. The motion carried 5-0.

SOLICITOR’S REPORT
Mr. Miner indicated he was continuing to monitor the West Chester case. He also noted one case in Chester City, PA where it was determined the stormwater fee was found not to be a tax.

TREASURER’S REPORT
Mr. Schin reported the total cash balance, as of June 26, 2023 was $3,191,903, an increase of $203,187 since the May meeting.

Property

Below is a summary report of Stormwater billing accounts deemed “Uncollectable” with total balances

through 6/26/2023. These balances include past due principal amounts plus penalties through the last

billing period (2023-Q3). Late penalties for 2023-Q2 are reflected in the figures.

Mr. SCHIN motioned to approve the Treasurer’s Report.  Mr. BUCHER seconded the motion. The motion carried 5-0.

PUBLIC WORKS DIRECTOR REPORT:
Credit and Appeals Monthly Report
Director Davis reported there was one credit approval issued and no appeal applications submitted since the prior meeting.

2023 Infrastructure Repair/Replacement and paving project
Director Davis introduced the item for discussion and consideration, to approve the bid award to Kinsley Construction for the 2023 Infrastructure Repair/Replacement and paving project. She noted that both the Township and the Stormwater Authority approve the project bids. She noted there was substantial fund balance to pay for the project.

Mr. EDWARDS made the motion to approve the bid.  The motion was seconded by Mr. SCHIN. The motion passed 5-0.

Chemung Supply Invoice
Director Davis introduced the item for discussion and consideration, to approve the Chemung Supply invoice for materials for the 2023 infrastructure project, in the amount of $372,015.00. The materials include all the pipes for the project.

Ms. SHULER made the motion to approve payment of the invoice.  The motion was seconded by Mr. EDWARDS.  The motion passed 5-0.

Monarch Products Inc. Invoice
Director Davis introduced the item for discussion and consideration, to approve the Monarch Products Inc. invoice for materials for the 2023 infrastructure project, in the amount of $70,222.00.  The materials include the inlet boxes and manholes.

Ms. SHULER made the motion to approve payment of the invoice.  The motion was seconded by Mr. BUCHER. The motion passed 5-0.

ADJOURNMENT
With no other business pertinent to the Authority, the Regular Meeting of the Stormwater Authority adjourned at 7:45 PM.
