MINUTES

RECREATION AND PARKS BOARD: LOWER ALLEN TOWNSHIP
REGULAR MEETING January 24, 2024
The following were in ATTENDANCE:

Ms. Helen Grundon called the January 24, 2024 Regular Meeting of the Lower Allen Township Recreation and Parks Board to order at 7:04 pm.

ELECTION OF OFFICERS
Ms. Grundon requested nominations for Chair. Mr. Duncanson motioned to nominate Mr. Greg Mahon as Chair, seconded by Ms. Parry. The motion passed 4-0.

Ms. Grundon requested nominations for Vice-Chair. Mr. Grove motioned to nominate Mr. Duncanson as Vice-Chair, seconded by Ms. Parry. The motion passed 4-0.

Mr. Duncanson requested nominations for Secretary. Ms. Parry motioned to nominate Mr. Grove as Secretary, seconded by Mr. Duncanson. The motion passed 4-0.

INTRODUCTIONS
Mr. Duncanson introduced and welcomed the newly appointed member of the board, Lauren Casselberry. He also introduced newly elected Commissioner Joe Swartz, who was appointed as alternate liaison to the Recreation and parks Board.

APPROVAL OF MEETING MINUTES
Mr. Grove motioned to approve the minutes from the November 15, 2023 Regular Meeting, with editorial changes. Ms. Parry seconded. The motion carried 4 -0.

PUBLIC COMMENT – Wass Park
There was no public comment. Ms. Grundon noted there had been several inquiries about the possibility of converting tennis courts to pickle ball courts and seeking permission to implement court time limits.

Liaison Report
Commissioner Swartz congratulated Ms. Casselberry on her appointment to the board. He also reported that Commissioner Nagy would continue as the primary liaison. He also noted his appointment as the township representative to the West Shore Recreation Board.

TOWNSHIP STAFF REPORT
Ms. Grundon presented the Recreation and Parks Staff Report. She noted that trash collection and leaf collection had occurred in all parks. Park equipment was being serviced and maintained. At LACP, barn rentals are booked through the end of June and pavilion rentals are beginning for the season. Requests for field rentals have begun and are due at the beginning of February. Field lease agreements will be reviewed with renters. Ms. Grundon also noted she would attend an upcoming 2024 PA Parks and Rec Expo in Seven Springs March 12-15.

OLD BUSINESS
Members reviewed the flyer for the upcoming Easter Egg Hunt, which will be held Saturday, March 23, 2024 at LACP. Hershey candy has been requested. Cargill is donating candy and will help to fill eggs. Members 1st is donating goody bag items and will be attending the event. Ms. Grundon also reviewed a list of businesses that have been solicited for donations. An individual has volunteered to dress up as a bunny.

The Gardeners Gathering will be held Saturday, April 27 from 10-12. Barbara Arnold is assisting with the selection of workshop topics. Members discussed several ideas. Ms. Parry noted she would solicit donations from the local garden shops.

Yappy Hour is slated for September 19, 2924. Ms. Grundon will begin contacting potential vendors. Members 1st has offered to sponsor the event. She suggested the group might consider some type of raffle with proceeds donated to an animal rescue. She reported that dog park registration communications are ongoing to keep residents informed about the requirements.

Ms. Casselberry inquired about having another pocket party at Highland Park. Ms. Grundon noted planning for pocket parties would begin soon and there had been some discussion about having a pocket park party at Highland Park after the security cameras are installed.

NEW BUSINESS
Ms. Grundon introduced for discussion a letter of support from the Recreation and Parks Board for a new boat launch at Creekwood Park. The township is applying for a grant to fund the cost of design and engineering for the project. Members expressed consensus to provide a letter of support for the project.

Ms. Parry motioned to approve the project grant application with a letter of support, seconded by Mr. Grove. The motion passed 4-0.

The Regular Meeting of the Recreation and Parks Board was adjourned at 7:52 PM. The next meeting will be February 28, 2024 at 7:00 PM.
