MINUTES

PLANNING COMMISSION:                                             LOWER ALLEN TOWNSHIP

REGULAR MEETING:                                                     APRIL 19, 2016

Mr. McCreary called the April 19, 2016 Regular Meeting of the Planning Commission to order at 7:00 pm.

APPROVAL OF MINUTES

Approval of Minutes

Mr. wASHBURN made a motion to approve the minutes from the February 19, 2016 meeting.  Mr. BASHORE seconded the motion.  Motion carried 5-0.

NEW BUSINESS

SLD Docket No. 2016-02:  Final Minor Subdivision Plan for 137 and 145 Locust Street:

Lot line adjustment between two lots, a combined total of 7.224 acres.  No new lots are proposed.

Applicant Presentation

Mr. Adam Davis, K&W Engineers, showed the Board the location of the proposed lot subdivision.  He stated the reason for this plan is that the owner previously submitted a plan for Locust Street Homes.  A plan has been previously submitted for this area.  They would like to submit a revised plan with this additional land.

Township Staff Comments

Mr. Flint stated the comments were minor in nature.  He stated no development is proposed.  He stated they have requested fee in lieu of sidewalks.  He stated Staff believes the sidewalks should be tied into future development.  When Lot 145 is developed the sidewalks should be installed along the Lot 137 frontage.

County Planning Commission Comments

There were no comments from the County.

Commission Member Question and Answer

Mr. McCready asked if he was selling the homes.  Mr. Davis stated he would be selling one and keeping the other for land development.

Public Comments:

There were no public comments.

Action:  Recommendations on requested waivers and on the Plan

Mr. BASHORE made a motion to grant a modification of the requirement to provide street right-of-way to a width of 30 feet from centerline (Minor Arterial criteria) to allow right-of-way at 25 feet from centerline (Collector Road criteria).  Mr. wASHBURN seconded the motion.  Motion carried 5-0. 

Mr. BASHORE made a motion to grant a modification of the requirement to provide pavement width at 18 feet from centerline (Minor Arterial criteria) to allow the existing pavement width of 15 feet from centerline (Collector Road criteria).  Mr. WASHBURN seconded the motion.  Motion carried 5-0.

Mr. BASHORE made a motion to accept the proposed fee in lieu of curb installation.  Mr. WASHBURN seconded the motion.  Motion carried 5-0.

Mr. BASHORE made a motion to deny the proposed fee in lieu of curb installation waiver and request the installation of sidewalks be done at the time of development.   Mr. WASHBURN seconded the motion.  Motion carried 5-0.

Mr. BASHORE made a motion to approve SLD Docket No. 2016-02:  Final Minor Subdivision Plan for 137 and 145 Locust Street subject to the Township and County comments.  Mr. WASHBURN seconded the motion.  Motion carried 5-0.

OTHER BUSINESS

Hampden Township Proposed Adoption of Official Map

Mr. Flint stated when a Township adopts an official map they send it to surrounding municipalities for their comments keeping in mind it is not a zoning map.  He stated they received Hampden Township’s map to review.  The Board of Commissioners asked the Planning Commission to review it before they take any action.  He spoke about the CLASH study completed of about 40 West Shore intersections.  He stated there was one new item on the Hampden Township’s map.  It is the proposed extension of Sporting Hill Road to Simpson Ferry Road.  He stated this extension would have an impact on traffic in Lower Allen Township.  He isn’t sure it will be completed anytime soon considering the properties involved, railroad approval with a potential bridge, and rights-of-way needed.

Mr. Flint asked the Board to send him any comments they may have about the map.  The Planning Commission didn’t have any comments on the map but believe that a lot of planning would be needed if the plan progressed.
